A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THAT
CERTAIN APPLICATION DATED APRIL 20, 2026
("APPLICATION"), SUBMITTED BY THE FIFA WORLD CUP
MIAMI HOST COMMITTEE, TO INSTALL LIGHT POLE BANNERS
ALONG PUBLIC RIGHTS -OF -WAY IN THE CITY OF MIAMI
BEACH FOR THE FIFA WORLD CUP MATCHES TAKING PLACE
BETWEEN JUNE 11, 2026 AND JULY 19, 2026 AT THE HARD
ROCK STADIUM, LOCATED IN THE CITY OF MIAMI GARDENS,
FLORIDA; AND FURTHER, APPROVING A WAIVER OF FEES
ASSOCIATED WITH THE APPLICATION, IN THE AMOUNT OF
$3,236.
WHEREAS, Section 82-411 of the City of Miami Beach ("City") Code of
Ordinances, entitled "Prohibited signs generally; exemptions; banners; removal," permits
the Mayor and City Commission to approve the installation of banners on light poles and
other similar structures in City rights -of -way for special events held outside of the City; and
WHEREAS, the FIFA World Cup is an international soccer tournament featuring
teams from around the world, with matches and related events scheduled to take place
between June 11, 2026, and July 19, 2026, at the Hard Rock Stadium in Miami Gardens,
Florida during the 2026 competition; and
WHEREAS, the FIFA World Cup Miami Host Committee ("Host Committee") has
submitted an application to the Mayor and City Commission, dated April 20, 2026, for the
installation of 88 FIFA World Cup promotional banners throughout the City from June 1,
2026, through July 20, 2026, on multiple City rights -of -way, the number and location of
which are more particularly set forth in the Commission Memorandum accompanying this
Resolution; and
WHEREAS, some banners are on State-controlled rights -of -way and will require
separate approval from the Florida Department of Transportation; and
WHEREAS, the Host Committee has also requested a waiver of all banner -related
fees, totaling $3,236, consisting of a $68 administrative fee and $3,168 in banner fees;
and
WHEREAS, the Host Committee is additionally coordinating special event
activations within the City, including the FIFA 2026 World Cup Host Committee Kickoff
Watch Party & Concerton June 11, 2026 in Lummus Park (7th-10th Streets) and the FIFA
2026 World Cup Host Committee Watch Party on July 18-19, 2026 at the Miami Beach
Bandshell Sand Bowl; and
WHEREAS, the Mayor and City Commission anticipate significant economic
benefits to the City from residents and visitors attending FIFA World Cup Miami
programming and events, staying in local hotels, and patronizing local businesses located
in the City.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approving that certain application dated April 20, 2026 ("Application"),
submitted by the FIFA World Cup Miami Host Committee, to install light pole banners
along public rights -of -way in the City of Miami Beach for the FIFA World Cup matches
taking place between June 11, 2026 and July 19, 2026 at the Hard Rock Stadium, located
in the City of Miami Gardens, Florida; and further, approving a waiver of fees associated
with the Application, in the amount of $3,236.

COMMITTEE FOR THE FIFA WORLD CUP MATCHES TAKING PLACE BETWEEN
JUNE 11, 2026 AND JULY 19, 2026 AT THE HARD ROCK STADIUM, LOCATED IN
THE CITY OF MIAMI GARDENS, FLORIDA-, (2) WAIVER OF FEES ASSOCIATED
WITH THE POLE BANNER APPLICATION, IN A TOTAL AMOUNT OF $3,236.
RECOMMENDATION
The Administration recommends the Mayor and City Commission adopt the Resolution to approve
(1) the light pole banner application submitted by the FIFA World Cup Miami Host Committee for
the FIFA World Cup matches taking place between June 11, 2026 and July 19, 2026 at the Hard
Rock Stadium; (2) waiver of fees associated with the pole banner application, in a total amount of
$3,236.
BACKGROUND/HISTORY
The FIFA World Cup Miami Host Committee ("Host Committee") has submitted a light pole banner
application for approval to install 88 banners throughout the City of Miami Beach to promote FIFA
World Cup matches taking place between June 11, 2026 and July 19, 2026 at the Hard Rock
Stadium.
ANALYSIS
The application submitted by the Host Committee is requesting installation of 88 banners from
June 1, 2026 to July 20, 2026 in the following locations through the City of Miami Beach:
• Al (McArthur Causeway) from Fountain to Terminal Isle — 10 banners
• 5th Street from Alton Road to Ocean Drive — 4 banners
• Washington Ave from South Point Drive to 5th Street - 10 banners
• 17th Street from Collins Ave to Alton Road (westbound) 6 banners
• Alton Road from Chase Ave to Dade Blvd — 10 banners
• Collins from 5th to 23rd Street -10 banners
• Collins between 23rd to 41 st St -10 banners
• Collins from 41stth St to 44th Street — 10 banners
• Collins Ave from 44th Street to 47th Street -10 banners
• On Lincoln Road from Collins Ave to Washington Ave — 4 banners
• On Meridian Ave from 16th Street to Lincoln Road North — 4 banners
The City Code provides parameters for the installation of banners. According to City Code Sec.
82-411. - Prohibited signs generally; exemptions; banners; removal:
(d) Light pole banners. Banners affixed to light poles or other similar structures on the public right-

of -way shall be subject to the following regulations:
(1) The right to install, as well as the number, location and method of installation of banners shall
be subject to the design review process and approved by the city manager, or his/her designee
for special events taking place in the city, and by the city commission for special events held
outside of the city.
a. In considering whether to approve light pole banners for events held outside of the city, the city
commission may, among other factors, consider whether the municipality or other governmental
entity hosting that special event would reciprocate such action within its own jurisdiction for special
events taking place in the city.
Considering the event is taking place outside of the city, the City Commission is requested to
review and approve the application. Since some of the locations are on state roads, the applicant
will require approval by the Florida Department of Transportation.
Pole Banner Fee Waiver
The Host Committee is also requesting a waiver of fees associated with the pole banner
application, in a total amount of $3,236. The breakdown is as follows:

Although the FIFA World Cup 2026 matches are scheduled to take place in a different
municipality, it is expected that attendees will stay in Miami Beach hotels and patronize the
businesses within the City throughout the tournament.

CONDITIONS AND STIPULATIONS AGREED TO BY THE APPLICANT
1. Pole banners must be at least 14 Y: feet above the pavement elevation. Street banners must be a minimum of eighteen (18) feet
above the pavement elevation.
2. Pole banners will clear the face of the curb (if present) by at least two (2) feet.
3. The applicant (or applicant's designee) will maintain the banners as permitted.
4. The installation of the banners will not require the installation of poles or other support devices on the right of way.
5. The applicant and sponsoring organization will hold the Florida Department of Transportation harmless to the extent allowed by
the laws of Florida in all matters concerning the banners and bear all expenses for defense of claims against the Florida
Department of Transportation.
6. The applicant is responsible for any damages to public property resulting from the materials or the work of this permit.
7. A sketch of the proposed banners is attached.
8. View of traffic control devices is not impeded to those served by the erection of these permitted banners.

APPLICATION FOR BANNER
AGREEMENT: By signing the reverse of this form, each applicant agrees to the provisions of Section
14-43.001(5)(d), Florida Administrative Code:
1. To the extent provided by law, the Applicant shall indemnify, defend, and hold harmless the
Department and all of its officers, agents, and employees from any claim, loss, damage, cost, charge,
or expense arising out of any act, error, omission, or negligent act by the Applicant(s), its agents or
employees arising from activities under this permit.
2. When the Department receives a notice of claim for damages that may have been caused by the
Applicant in the performance of activities that arise under this permit, the Department will forward the
claim to the Applicant. The Applicant and the Department will evaluate the claim and report their
findings to each other within 14 working days and will discuss options in defending the claim. The
Applicant shall bear all expenses for defense of claims against the Department.

• A sketch or drawing of the banner(s), drawn to scale, including any message, logo, or emblem that will
appear on the banner.
• A sketch of the specific location(s) of the banner(s), including height, location of supports, proximity to
utility poles.
• Sketches, photographs, or specific descriptions of the method used to affix the banner to the support
structure.
Load rating analysis (or photocopy of previously -submitted analysis) bearing the seal of a professional
engineer.
