A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO (1)
ACCEPT AND PROCESS A SPECIAL EVENT PERMIT APPLICATION FOR
THE PROFESSIONAL CONFERENCE MANAGEMENT ASSOCIATION (PCMA)
CLOSING RECEPTION ON JANUARY 12, 2027, ON THE LUMMUS PARK
BEACHFRONT BETWEEN 8T" STREET AND 10T" STREET; AND (2) APPROVE
A ONE-TIME TEN (10) DAY INCREASE OF APPROVED ACTIVATION DAYS
ON THE SPECIAL EVENT FREQUENCY CHART FOR LUMMUS PARK
BEACHFRONT.
WHEREAS, the City of Miami Beach ("City") hosts a wide range of special events that
enhance the experience of residents and visitors; and
WHEREAS, the City requires applicants to present proposed activities to City departments
to ensure compatibility with surrounding neighborhoods and to safeguard public safety, health,
and welfare; and
WHEREAS, special events are also subject to review and recommendation by the
corresponding neighborhood or business associations and through the City's monthly Special
Events Community Review; and
WHEREAS, on April 10, 2019, the Mayor and City Commission adopted Resolution No.
2019-30783, approving revisions to the City's Special Event Requirements and Guidelines (the
"Special Event Guidelines"), including creation of the Special Event Frequency Chart (the
"Frequency Chart") to manage demand on public spaces and prevent user fatigue; and
WHEREAS, on June 26, 2024, the Mayor and City Commission adopted Resolution No.
2024-33112, approving further revisions to the Special Event Guidelines, including updates to the
Frequency Chart; and
WHEREAS, Resolution No. 2024-33122 also provides that, once a designated area
reaches its maximum allowance per the Frequency Chart, no additional event may be permitted
unless approved by the Mayor and City Commission; and
WHEREAS, the Greater Miami Convention & Visitors Bureau ("GMCVB") will host the
annual convention of the Professional Conference Management Association ("PCMA") at the
Miami Beach Convention Center from January 10-13, 2027, bringing industry leaders in global
meetings, conferences, and event planning to the City; and
WHEREAS, as part of its commitment to securing this convention, the GMCVB will host
several key events in Miami Beach, including the PCMA's Closing Reception, proposed for
January 12, 2027, on the Lummus Park beachfront between 8th Street and 10th Street; and
WHEREAS, the proposed Closing Reception is a private event for approximately 4,000
attendees and will include live music, food and beverage areas, lawn games, photo stations, and
secured fencing, with load -in scheduled for January 7-11, 2027 and load -out from January 12-
16, 2027; and
WHEREAS, the Frequency Chart currently allows an annual maximum of 120 activation
days for the Lummus Park beachfront; and
WHEREAS, said 120 activation days are fully absorbed by existing, grandfathered events;
and
WHEREAS, the Administration recommends a one-time increase in activation days for the
Lummus Park beachfront to accommodate the PCMA Closing Reception, given its significant
economic impact on the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby authorize the Administration to (1) accept and process a Special Event Permit Application
for the Professional Conference Management Association (PCMA) Closing Reception on January
12, 2027, on the Lummus Park beachfront between 81h Street and 10th Street; and (2) approve a
one-time ten (10) day increase of approved activation days on the Special Event Frequency Chart
for Lummus Park beachfront.

RECOMMENDATION
The Administration recommends the Mayor and City Commission adopt the Resolution to
authorize the administration to (1) accept and process a special event permit application for the
Professional Conference Management Association (PCMA) closing reception on January 12,
2027 on the Lummus Park beachfront 8th to 10th streets and (2) approve a one-time extension
of approved activation days on the special event frequency chart for Lummus Park beachfront.
BACKGROUND/HISTORY
The City of Miami Beach hosts a wide variety of special events that enrich the community for
both visitors and residents. To mitigate the ever-increasing demands made upon City resources
and infrastructure, applicants are required to present proposed special event activities to City
Departments to ensure that these events are compatible with the surrounding neighborhoods.
This process assists in evaluating and assessing the City's resources, both in terms of personnel
and use of public property and rights -of -way to adequately protect the public safety, health, and
welfare of the community.
Special events in the City of Miami Beach are also subject to review and recommendation by the
corresponding neighborhood or business association(s) and/or as part of a monthly Special
Events Community Review.
Frequency Chart
On April 10, 2019, the Mayor and City Commission approved Resolution No. 2019-30783,
accepting the recommendation of the Finance and Citywide Projects Committee, to accept the
revisions proposed to the special events requirements and guidelines, which included a new
"Venue Frequency Use Chart." The chart was meant to give the administration and event
producers a snapshot of requirements and limitations for each public space and to ensure that
public spaces in high demand do not experience "User Fatigue."
On June 26, 2024, the Mayor and City Commission approved Resolution No. 2024-33112,
approving the revised Special Event Requirements and Guidelines, to incorporate changes to the
Frequency Use Chart, including a reduction to the number of Pride Park annual activation days
from 120 to 75 days for ticketed activations, not including free community events.

ANALYSIS
The Greater Miami Convention & Visitors Bureau is hosting the annual convention of the
Professional Conference Management Association (PCMA) at the Miami Beach Convention
Center from January 10-13, 2027. This important group of industry professionals lead or
contribute to the strategy, planning, and execution of meetings, conferences and events around
the globe. Having the group in our destination gives the GMCVB the opportunity to showcase the
City of Miami Beach, with the goal of having the group bring their meetings, conventions and
events back to city.
As part of the GMCVB commitment to bring this event to our destination, they are hosting a
number of key events such as the opening and closing reception, chairman's reception, and
foundation fundraiser. All of these events are taking place on Miami Beach.
The closing reception is proposed for Lummus Park beachfront 8th to 10th streets on January 12,
2027. Below are some details of the proposed event.
Event Name: PCMA CL 27 Closing Reception
Date: Tuesday, January 12, 2027
Location: 8-10th Street Lummus Park beachfront
Time: 7pm — 10pm
Invitees: Private event for approximately 4,000 attendees of the conference.
Event Elements: Casual beach party with two stages providing live music, seating area
for food & beverage, lawn games and possible photo stations.
The entire area would be fenced with security.
Load in dates: Thursday, January 7 — Monday, January 11, 2027
Load out dates: Tuesday, January 12 after event ends — Saturday, January 16, 2027
Currently, the Frequency Chart for Lummus Park beachfront has a maximum of 120 days of
activation annually. This number of days are absorbed by annual grandfathered activations. The
Administration recommends a one-time extension of the allowed days of use to accommodate
PCMA, due to its potential economic impact on Miami Beach.

The Greater Miami Convention & Visitors Bureau is hosting the annual convention of the
Professional Conference Management Association (PCMA) at the Miami Beach Convention
Center from January 10-13, 2027. This important group of industry professionals lead or
contribute to the strategy, planning, and execution of meetings, conferences and events around
the globe. Having this prestigious group in our destination gives us the opportunity to showcase
firsthand all we have to offer so they bring their meetings, conventions and events back to city.
As part of our commitment to bring this event to our destination the GMCVB is hosting a number
of key events such as the opening and closing reception, chairman's reception, and foundation
fundraiser. All of these events are taking place on Miami Beach. The event that we would like to
bring to your attention and get your backing is the closing reception. We would like to host this
event on the beach. Here are some details of the event.
