A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE FAVORABLE
RECOMMENDATION OF THE PUBLIC SAFETY AND
NEIGHBORHOOD QUALITY OF LIFE COMMITTEE AT ITS MARCH 30,
2026 MEETING, APPROVING THE IMPLEMENTATION OF SAFE AND
STRATEGICALLY LOCATED BICYCLE (AND OTHER
MICROMOBILITY DEVICE) PARKING SITES IN SOUTH BEACH.
WHEREAS, on September 3, 2025, at the request of Commissioner Joseph
Magazine, with co-sponsorship by Commissioner Tanya Bhatt, the Mayor and City
Commission referred an item (C4 P) to the Public Safety and Neighborhood Quality of
Life Committee ("PSNQLC") to discuss the potential creation of safe and strategically
located bicycle and micromobility device parking sites in South Beach; and
WHEREAS, over the past decade, the City's Transportation and Mobility
Department has implemented numerous initiatives to improve bicycle and micromobility
infrastructure and safety, including the installation of over thirty (30) miles of dedicated
bicycle lanes and shared -use paths; and
WHEREAS, the Miami Beach Bicycle -Pedestrian Master Plan ("BPMP"), adopted
in 2016, identified bicycle parking as a critical component in supporting multimodal
transportation and advancing the City's goal of reducing reliance on single -occupancy
vehicles; and
WHEREAS, the City has installed over 1,000 bicycle racks citywide, expanded
bicycle corrals, enhanced long-term parking in municipal garages, and implemented
additional amenities such as bicycle repair stations and signage; and
WHEREAS, at its March 30, 2026 meeting, the PSNQLC discussed the item and
favorably recommended forwarding the item to the City Commission for approval; and
WHEREAS, the PSNQLC also directed the Administration to: (1) identify striped
areas that can be repurposed for micromobility parking; (2) develop a comprehensive
master plan for micromobility parking; and (3) integrate micromobility parking points of
interest into widely used mapping platforms; and
WHEREAS, the expansion of bicycle and micromobility parking in South Beach
will improve safety, enhance accessibility, support local businesses, and reduce
instances of improper or illegal parking; and
WHEREAS, the Administration recommends approval of the implementation of
safe and strategically located bicycle and micromobility parking sites in South Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the favorable recommendation of the Public Safety and
Neighborhood Quality of Life Committee at its March 30, 2026 meeting, and approve
the implementation of safe and strategically located bicycle (and other micromobility
device) parking sites in South Beach.

RECOMMENDATION
The City Administration ("Administration") recommends that the Mayor and City Commission
("City Commission") adopt the Resolution.
BACKGROUND/HISTORY
At the September 3, 2025 City Commission meeting, at the request of Commissioner Joseph
Magazine and co-sponsor Commissioner Tanya K. Bhatt, the Mayor and City Commission
referred an item (C4 P) to the Public Safety and Neighborhood Quality of Life Committee
("PSNQLC" or "Committee") to discuss the potential creation of safe and strategically located
bicycle (and other micromobility device) parking sites in South Beach.
Over the past decade, the Transportation and Mobility Department has advanced numerous
initiatives to improve bicycle and micromobility infrastructure and safety, including implementing
over 30 miles of dedicated bicycle lanes and shared -use paths throughout the City.
The Miami Beach Bicycle -Pedestrian Master Plan ("BPMP"), adopted by the City Commission in
2016, identified both short-term and long-term bicycle parking accommodations as essential to
supporting mode -shift goals and helping the City achieve its strategic vision to become a less car -
centric city.
Bicycle racks in the public rights -of -way provide convenient short-term parking accommodations
for bicycles and micromobility devices at or in close proximity to businesses, civic/cultural
facilities, schools, parks, and transit nodes; while covered bicycle parking facilities - often located
in parking garages or mobility hubs - provide safe, long-term parking (all day or overnight) and
typically require some level of security and weather protection.
Building on this framework, since the adoption of the BPMP, the Transportation and Mobility
Department has completed the following initiatives:
Installed over 1,000 inverted-U bicycle racks (the City's adopted standard) citywide
(Attachment A), as well as three (3) on -street bicycle corrals, in South Beach at street
ends approaching the Beachwalk, near commercial destinations, and in the vicinity of
Fienberg Fisher K-8 Center.
Implemented long-term bicycle parking facilities in seven (7) municipal garages and in
Domino Pavilion in Bandshell Park, providing vertical racks, lighting, signage, and bicycle
repair stations at these facilities.

• Expanded access to bicycle corrals and racks near public schools (Attachment B),
following a 2020 recommendation from the Quality Education Committee and direction
from the City Commission, to address illegal bicycle parking and promote safe routes to
schools.
• Installed 15 public bicycle repair stations at key nodes throughout the City. Bicycle repair
station locations in South Beach alone include the Police Station at 11 Street and
Washington Avenue, Lummus Park, Flamingo Park, Beachwalk at South Pointe Park, and
municipal parking garages.
• Installed bicycle racks along all side streets intersecting Lincoln Road to provide
designated parking areas, supporting the current bicycle restrictions on Lincoln Road Mall.
• Continued promotion of micomobility through the CitiBike bicycle rental program and the
implementation of dedicated green bicycle lanes and shared -use paths throughout the
City.
At the October 22, 2025 PSNQLC meeting, this item (Item 16) was not reached.
At the March 30, 2026 PSNQLC meeting, the Administration presented the item, and the
Committee discussed the potential creation of additional safe and strategically located bicycle
and micromobility parking sites in South Beach, ultimately making a favorable recommendation
to forward the item to the City Commission. The Committee recommended that the Administration
(1) identify striped areas that can be repurposed for micromobility parking; (2) develop a citywide
master plan for micromobility parking; and (3) integrate micromobility parking facilities into widely
used mapping and navigation platforms.
ANALYSIS
The City has made significant progress in expanding bicycle parking since adoption of the BPMP
in 2016. The majority of the existing inventory of bicycle racks and corrals were installed prior to
2022 as part of a citywide initiative to meet short-term bicycle parking demand. Since then, City
staff has shifted to a needs -based or request -based approach, monitoring existing usage and
installing new bicycle racks where demand is highest. Installations are typically triggered in three
(3) ways:
• Observation by City staff of high bicycle parking demand or frequent instances of illegal
parking (i.e., bicycles tied to poles)
• Requests from residents, schools, or businesses
• Community -driven initiatives or Commission directives, such as the Quality Education
Committee's request that led to installations of multiple bicycle racks near public schools
On average, the City installs approximately 30 to 40 new bicycle racks (primarily inverted U-racks)
each year to address localized demand. In addition, the Transportation and Mobility Department
also evaluates opportunities for larger installations, such as bicycle corrals, at locations where
demand is concentrated. For long-term bicycle and micromobility parking, the City has
incorporated facilities in several municipal garages, outfitting them with vertical bicycle racks,
enhanced lighting, directional signage, and bicycle repair stations. These facilities provide a
higher level of security and weather protection, suitable for commuters and residents who leave
their bicycles overnight or for extended periods. To augment its limited staffing resources, the
Transportation and Mobility Department staff will work with the City's Area Managers to identify
opportunities for additional bicycle and micromobility parking throughout the City, including in
South Beach.

CONCLUSION
Bicycle and micromobility parking remains an important component of the City's efforts to support
safe, sustainable, and accessible multimodal transportation options. Expanding bicycle parking
facilities in South Beach would enhance visibility, improve safety for users, and reduce instances
of illegal parking.
Should the City Commission adopt this Resolution, the Administration will work to (1) identify
striped areas that can be repurposed for micromobility parking; (2) develop a citywide master plan
for micromobility parking; and (3) integrate micromobility parking facilities into widely used
mapping and navigation platforms — all efforts to advance the implementation of safe and
strategically located bicycle and micromobility parking sites in South Beach.

RECOMMENDATION
Please place on the September 3, 2025 City Commission agenda a referral to the Public Safety
and Neighborhood Quality of Life Committee ("PSNQLC") meeting to discuss potentially creating
safe and strategically located bicycle parking sites in South Beach to enhance security and reduce
thefts.
BACKGROUND/HISTORY
As our City continues to encourage bicycling and the utilization of other micromobility devices as
sustainable, healthy, and efficient modes of transportation that help alleviate vehicular traffic and
parking issues throughout the City, we also must recognize the ongoing challenges bicyclists and
micromobility device operators face regarding the security of their property. While the City should
not assume responsibility for monitoring or guaranteeing the safety of parked bicycles or other
micromobility devices, we can take meaningful steps to reduce theft and promote peace of mind
for residents and other riders by strategically locating bicycle micromobility parking sites in highly
visible and well -trafficked areas of South Beach.
My proposal is to explore the placement of bicycle racks and other micromobility parking stations
near areas of consistent law enforcement presence or where pedestrian and community activity
is particularly high. My intent is not to assign personnel to watch the parking stations, but rather,
to leverage visibility and proximity to patrolled zones as a natural deterrent to theft or
tampering. This approach balances the City's commitment to supporting
bicycling micromobility infrastructure with the practical need to avoid liability or responsibility for
private property. By providing clearly identified, well -lit, and strategically placed parking areas,
we can improve overall security conditions for bicyclists and other micromobility device operators
while maintaining appropriate boundaries for the City's role.
Accordingly, I would request that the City Administration be prepared at Committee to discuss
their thoughts and recommendations, along with any costs or other concerns, regarding this
initiative.
