WHEREAS, the intersections of 41 st Street with Royal Palm Avenue and Chase Avenue are among the most heavily traveled intersections in the City of Miami Beach ("City"), serving significant volumes of vehicular, pedestrian, and multimodal activity on a daily basis; and WHEREAS, recent tragic pedestrian crashes and fatalities along the 41 st Street corridor, including a fatal incident involving a pedestrian within a marked -crosswalk at 41 st Street and Royal Palm Avenue who was struck by a vehicle executing a left turn, underscore the urgent need for enhanced traffic control and pedestrian safety measures; and WHEREAS, these intersections also experience recurring congestion, traffic queuing, and operational delays, particularly during peak travel periods, resulting in reduced mobility and increased conflict between vehicles and pedestrians; and WHEREAS, the installation of dedicated left -turn signalization mast arms and protected left -turn lanes at these intersections would significantly improve traffic operations by reducing delay, better organizing turning movements, and mitigating vehicular congestion; and WHEREAS, more importantly, such improvements would also enhance pedestrian safety by reducing conflicts between turning vehicles and pedestrians crossing within marked crosswalks, thereby creating safer and more predictable intersection operations; and WHEREAS, 41 st Street is a State roadway and, therefore, FDOT is the appropriate agency to advance these critical safety and mobility improvements; and WHEREAS, the City has engaged in discussions with FDOT representatives regarding the installation of protected left -turn signalization at the intersections of 41 st Street and Royal Palm Avenue, and 41 st Street and Chase Avenue, and FDOT has indicated support for the concept while advising that new signalization mast arms with sufficient structural capacity would be required to accommodate such improvements, but that funding for these upgrades has not yet been prioritized or allocated; and WHEREAS, the Mayor and City Commission support and urge the prioritization of funding by FDOT for the acquisition and installation of these signalization mast arms, and associated left -turn signal infrastructure, to improve safety and mobility along these critical corridors. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge the Florida Department of Transportation to prioritize funding for the acquisition and installation of signalization mast arms of sufficient structural capacity to accommodate new left -turn lane signals at the intersections of 41 st Street and Royal Palm Avenue, and 41 st Street and Chase Avenue, in both the northbound and southbound directions; and further, directing the City Clerk to transmit a copy of this Resolution to the secretary of the Florida Department of Transportation, Jared W.
