A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, URGING THE FLORIDA DEPARTMENT OF
TRANSPORTATION ("FDOT"), AS PART OF ITS UPCOMING 71ST STREET
RESURFACING PROJECT, TO INCLUDE "DO NOT BLOCK THE BOX"
PAVEMENT MARKINGS, AND ASSOCIATED SIGNAGE, AT THE
INTERSECTIONS ALONG 71ST STREET FROM BAY DRIVE EAST TO COLLINS
AVENUE; AND FURTHER, DIRECTING THE CITY CLERK TO TRANSMIT A COPY
OF THIS RESOLUTION TO THE SECRETARY OF THE FLORIDA DEPARTMENT
OF TRANSPORTATION, JARED W. PERDUE, P.E., AND THE DISTRICT SIX
SECRETARY, DANIEL IGLESIAS, P.E.
WHEREAS, the City of Miami Beach ("City") is a world-renowned tourist destination and
vibrant residential community with approximately 83,000 residents that also hosts millions of visitors
annually; and
WHEREAS, due to the City's unique geography, high density, and substantial visitor influx,
the City's streets and roadways regularly experience significant traffic congestion, particularly along
major corridors such as 71 St Street; and
WHEREAS, traffic congestion along 71 st Street is especially severe during peak morning
and afternoon rush hour periods, resulting in substantial delays for motorists, public transit users,
emergency vehicles, pedestrians, and bicyclists; and
WHEREAS, motorists and their vehicles blocking intersections, commonly referred to as
"blocking the box," substantially exacerbate traffic congestion, impede the orderly flow of traffic,
obstruct crosswalks, and create hazardous conditions for motorists and pedestrians alike; and
WHEREAS, "Do Not Block the Box" pavement markings and associated signage are proven
traffic management tools that help improve intersection efficiency, discourage motorists from
obstructing intersections, and enhance roadway safety; and
WHEREAS, the Florida Department of Transportation ("FDOT") is scheduled to commence
a resurfacing project along 71" Street on or about June 1, 2026, with the project anticipated to be
completed by the end of calendar year 2026; and
WHEREAS, the City Commission believes that the upcoming resurfacing project presents
an ideal opportunity for FDOT to design and install "Do Not Block the Box" pavement markings and
associated signage at the intersections along 71 It Street from Bay Drive East to Collins Avenue; and
WHEREAS, the Mayor and City Commission specifically identify the following intersections
along 715t Street as locations where "Do Not Block the Box" pavement markings and associated
signage would substantially improve traffic flow and intersection operations: Collins Avenue, Abbott
Avenue, Dickens Avenue / Indian Creek Drive, Carlyle Avenue, Byron Avenue, and Harding Avenue;
and
WHEREAS, the Mayor and City Commission desire to improve traffic circulation, reduce
intersection gridlock, enhance public safety, and improve the overall mobility of residents and visitors
traveling along the 71s' Street corridor.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge the
Florida Department of Transportation ("FDOT"), as part of its upcoming 71 st Street Resurfacing
Project, to include "Do Not Block the Box" pavement markings, and associated signage, at the
intersections along 71st Street from Bay Drive East to Collins Avenue; and further, directing the City
Clerk to transmit a copy of this Resolution to the Secretary of the Florida Department of
Transportation, Jared W. Perdue, P.E., and the District Six Secretary, Daniel Iglesias, P.E.
