HomeMy WebLinkAboutResolution 2026-34290RESOLUTION NO 2026-34290 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY MANAGER TO CREATE AND IMPLEMENT AN EXPEDITED ELEVATOR INSPECTION PROTOCOL THAT PRIORITIZES CITY ELEVATOR INSPECTIONS BASED ON SPECIFIC RISK AND VULNERABILITY FACTORS, INCLUDING BUILDINGS WITH ONLY ONE ELEVATOR AND BUILDINGS HOUSING VULNERABLE POPULATIONS SUCH AS SENIORS OR INDIVIDUALS WITH DISABILITIES, WHOSE ACCESS TO UPPER FLOORS WOULD BE IMPACTED BY AN ELEVATOR OUTAGE; AND FURTHER DIRECTING THE CITY MANAGER TO REPORT BACK TO THE MAYOR AND CITY COMMISSION VIA LETTER TO COMMISSION ("LTC") WITHIN 30 DAYS WITH THE PROPOSED PROTOCOL AND ANY OPERATIONAL OR BUDGETARY IMPLICATIONS. WHEREAS, ensuring safe, reliable, and equitable access within multi -story residential buildings is vital to the health, safety, and welfare of the City's residents; and WHEREAS, the City recognizes that buildings with a single elevator present a heightened risk of access disruptions when an elevator is out of service; and WHEREAS, residents who are seniors, individuals with disabilities, or others with mobility limitations may be disproportionately and severely impacted by elevator outages; and WHEREAS, the intent of the City Commission is to prioritize elevator inspections where an outage would create significant barriers to residents' daily mobility; and WHEREAS, establishing an expedited, risk -based inspection protocol would allow the City to strategically assign inspectors to locations where access and safety concerns are most urgent. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is hereby directed to create and implement an expedited elevator inspection protocol that prioritizes City elevator inspections based on specific risk and vulnerability factors, including buildings with only one elevator and buildings housing vulnerable populations such as seniors or individuals with disabilities, whose access to upper floors would be impacted by an elevator outage; and, further, the City Manager is hereby directed to report back to the Mayor and City Commission via Letter to Commission ("LTC") within 30 days of the date of this Resolution with the proposed protocol and any operational or budgetary implications.
