A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY MANAGER
TO DISTRIBUTE SANDBAGS BEFORE THE COMMENCEMENT OF
EACH HURRICANE SEASON, BEGINNING ON JUNE 1 OF EACH
YEAR, AS A WAY TO ENHANCE FLOOD RESPONSE STRATEGIES
AND INFRASTRUCTURE RESILIENCE.
WHEREAS, the City of Miami Beach ("City") has experienced increasing incidents of
flooding due to storms, necessitating continuous improvements to the City's response strategies;
and
WHEREAS, the Mayor and City Commission find that there is a need to establish a
sandbag distribution operation, occurring before the commencement of the annual hurricane
season beginning on June 1 of each year, to provide residents and businesses with sandbags as
a flood mitigation resource; and
WHEREAS, at the June 26, 2024 City Commission meeting, the Mayor and City
Commission considered an item to enhance flood response strategies and infrastructure
resilience, including to direct the City Administration to distribute sandbags prior to the
commencement of hurricane season on June 1 of each year; and
WHEREAS, the Mayor and City Commission approved a motion directing the City
Administration to distribute sandbags before the commencement of hurricane season, beginning
on June 1 of each year.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the
City Manager to distribute sandbags before the commencement of each hurricane season,
beginning on June 1 of each year, as a way to enhance flood response strategies and
infrastructure resilience.

TITLE: DISCUSS AND TAKE ACTION TO ENHANCE FLOOD RESPONSE STRATEGIES
AND INFRASTRUCTURE RESILIENCE.
RECOMMENDATION
BACKGROUND/HISTORY
The City of Miami Beach has experienced increasing incidents of flooding due to storms,
necessitating continuous improvements in our response strategies. Learning from each storm
event is essential to enhance our emergency preparedness and minimize the impact of future
flooding. The city recognizes the importance of ensuring that parking garages and other critical
infrastructure are prepared, protected and opened for residents before storms. A comprehensive
review of flood emergency plans is essential to ensure their effectiveness and relevance.
Maintaining and cleaning storm drains is crucial to prevent them from becoming overwhelmed
during heavy rainfalls. While some areas of Miami Beach have new drains installed, others do
not, highlighting the need for a comprehensive and equitable approach to drainage system
improvements across the city.
Ce�tain areas, particularly those with recent improvements, are equipped with modern pump
stations that discharge water to outfalls, enhancing our flood management capabilities. However,
other areas, such as North Bay Road, rely on gravity-fed small pipes. A project initiated in 2017
to address some of these critical infrastructure issues was unfortunately canceled. The recent
flood events demonstrated the value and reliability of our pump stations, as every station
functioned effectively. Exploring available grant funding and emergency response funding is vital
to support these initiatives and infrastructure improvements.
There is a need to establish a permanent sandbag operation to provide residents and businesses
with necessary flood mitigation resources.
The City is committed to exploring updated technologies and innovative solutions to enhance
flood resilience without necessarily raising roads. An equitable approach to drainage system
improvements remains crucial, as some areas still lack updated infrastructure.
