A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ESTABLISHING THAT IT IS THE POLICY OF THE
CITY COMMISSION THAT THE FIRE STATION NO. 1 CONSTRUCTION
PROJECT AT FLAMINGO PARK SHALL NOT RESULT IN THE RELOCATION
OF ANY PORTION OF THE RUNNING TRACK AND FIELD OR
INTERRUPTION TO THE USE THEREOF; AND ACCORDINGLY, DIRECTING
THE CITY ADMINISTRATION (1) TO ISSUE A DIRECTIVE TO
WANNEMACHER JENSEN ARCHITECTS, INC. (DESIGN CONSULTANT) TO
IMPLEMENT SUCH MODIFICATIONS TO THE CONSTRUCTION DRAWINGS
FOR FIRE STATION NO. 1 AS ARE NECESSARYTO ENSURE THE RUNNING
TRACK AND FIELD WILL REMAIN WHERE CURRENTLY LOCATED, (2) TO
DEVELOP A PLAN FOR CONSTRUCTION OF FIRE STATION NO. 1 THAT
PREVENTS INTERRUPTIONS TO THE USE OF THE RUNNING TRACK AND
FIELD TO RESIDENTS AND (3) TO PREPARE THE NECESSARY
AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT
BETWEEN THE CITY AND THE DESIGN CONSULTANT (AGREEMENT) TO
INCORPORATE THE ADDITIONAL DESIGN SERVICES REQUIRED INTO
THE AGREEMENT'S SCOPE OF WORK.
WHEREAS, Fire Station No. 1, currently located at 1051 Jefferson Avenue, was
constructed in 1967 and serves area in Miami Beach south of 15th Street, including Star Island,
Hibiscus Island, Palm Island, MacArthur Causeway, and other surrounding areas; and
WHEREAS, the existing fire station no longer meets the growing operational demands
and lacks adequate facilities, including insufficient parking for its personnel, thus adversely
impacting the surrounding neighborhood; and
WHEREAS, the need to replace Fire Station No. 1 was first identified in 2015, and the City
has since conducted an extensive search for a suitable location for the new facility, and
WHEREAS, on August 20, 2024, Miami -Dade County voters approved, through a
countywide referendum, the construction of a new Fire Station No. 1 in Flamingo Park; and
WHEREAS, Flamingo Park is a 36-acre community park in the heart of South Beach,
located at 999 11 th Street, which houses multiple recreational facilities including an 8-lane lap
swimming pool, a soccer field, a baseball stadium, and a running track and field; and
WHEREAS, concept plans for the new Fire Station No. 1 at Flamingo Park contemplate
the partial relocation of the existing running track and field to accommodate the fire station; and
WHEREAS, pursuant to Resolution 2024-33259 adopted at the September 11, 2024
meeting of the City Commission, the Mayor and City Commission directed the City Administration
to collaborate with the design consultant to explore modifications to the concept plans that could
prevent shifting the running track and field, provided these changes did not significantly affect the
cost or duration of the Fire Station No. 1 construction; and
WHEREAS, the Mayor and City Commission now desire to establish that it is the policy of
the City Commission that the Fire Station No. 1 construction project at Flamingo Park shall not
result in the relocation of any portion of the running track and field and, accordingly, to direct the
Administration (1) to issue a directive to Wannemacher Jensen Architects, Inc. (the "Design
Consultant") to implement such modifications as are necessary to ensure the running track and
field will remain where they are currently located and (2) to develop a plan for construction that
prevents interruptions to the use of the running track and field for use by residents, and (3) to
prepare any necessary amendment to the Professional Services Agreement between the City and
the Design Consultant.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby establish that it is the policy of the City Commission that the Fire Station No. 1 construction
project at Flamingo Park shall not result in the relocation of any portion of the running track and
field or interruption to the use thereof; and further, direct the City Administration (1) to issue a
directive to Wannemacher Jensen Architects, Inc. (the "Design Consultant") to implement such
modifications as are necessary to ensure the running track and field will remain where they are
currently located, (2) to develop a plan for construction that prevents interruptions to the use of
the running track and field and (3) to prepare any necessary amendment to the Professional
Services Agreement between the City and the Design Consultant.
