A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO PREPARE AND PRESENT TO THE CITY
COMMISSION AT ITS JULY 22, 2026 MEETING AN IMPLEMENTATION
PLAN FOR THE DEVELOPMENT AND LAUNCH WITHIN THE 2026
CALENDAR YEAR OF A SIMPLE, SEARCHABLE, AND USER-
FRIENDLY ONLINE BUDGET PORTAL, TO ENABLE THE PUBLIC TO
TRACK ALL CITY REVENUES AND EXPENDITURES IN ORDER TO
INCREASE GOVERNMENT BUDGETARY TRANSPARENCY.
WHEREAS, the City of Miami Beach is committed to enhancing transparency,
accountability, and public trust in government operations; and
WHEREAS, taxpayers should not have to be budget experts, financial analysts, or
City insiders to understand how public dollars are budgeted, received, allocated,
encumbered, and spent; and
WHEREAS, meaningful transparency requires more than the publication of static
budget documents, and should include a simple, searchable, and user-friendly platform
that allows residents to review City financial information in a clear and granular manner;
and
WHEREAS, the online budget portal should enable members of the public to
search and review the City's budget and financial activity across all City funds,
departments, offices, programs, projects, accounts, revenue sources, and expenditure
categories; and
WHEREAS, the portal should include, to the greatest extent technically feasible,
budgeted amounts, amended budget amounts, revenue received, year-to-date actual
expenditures, encumbrances, remaining balances, and other relevant financial data
necessary for the public to understand how City funds are being managed; and
WHEREAS, revenues should be searchable by source, including, but not limited
to, taxes, fees, fines, permits, parking revenues, resort taxes, grants, intergovernmental
revenues, bond proceeds, enterprise fund revenues, and any other revenue sources
included in the City budget; and
WHEREAS, expenditures should be searchable with as much detail as technically
feasible, including, but not limited to, department, fund, account, program, project, vendor
or payee, purpose, date, amount, purchase order, invoice, contract, and any other
available expenditure detail maintained by the City; and
WHEREAS, for capital projects included in the City budget, the portal should allow
the public to review project -specific budget information, funding sources, expenditures to
date, encumbrances, remaining balances, and other relevant financial details in a manner
that is easy for residents to understand; and
WHEREAS, providing residents and stakeholders with real-time, user-friendly
access to the City's revenues and expenditures strengthens civic engagement and
promotes responsible stewardship of public funds; and
WHEREAS, an online budget portal would allow members of the public to readily
track every dollar the City receives and spends, thereby modernizing public access to
financial data and supporting best practices in open government; and
WHEREAS, the City Administration shall develop an implementation plan within
thirty (30) days, which shall provide for execution and a go -live date within the 2026
calendar year that shall identify the steps, timeline, internal responsibilities, available data
sources, and technical requirements necessary to create a simple, user-friendly,
searchable, and granular online portal that allows the public to review to the greatest
extent technically feasible:
1. adopted budget amounts, amended budget amounts, year-to-date actual
expenditures, encumbrances, remaining balances, and revenues received;
2. all City funds, departments, offices, programs, projects, accounts, revenue
sources, and expenditure categories included in the City budget;
3. any other budget categories in as much detail as possible; and
WHEREAS, the portal shall be designed with public usability as a central objective,
including clear navigation, plain -language descriptions, keyword search functionality,
filters, sortable categories, visual summaries, and other tools that make City budget
information understandable and accessible to residents without specialized financial
knowledge; and
WHEREAS, the portal shall be updated as frequently as technically feasible using
existing City systems, staff, and resources, with the goal of providing the public with
timely, accurate, and meaningful access to City budget information; and
WHEREAS, the City's Information Technology Department has confirmed that
such a portal can be implemented and maintained using existing internal staff and
resources, without the need for additional monetary expenditure; and
WHEREAS, the Mayor and City Commission find that a modern budget
transparency portal will strengthen taxpayer accountability, improve public confidence,
support more informed civic participation, and make it easier for residents to understand
how every single dollar of the City budget is being used.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to prepare and present to the City
Commission at its July 22, 2026 meeting an implementation plan for the development and
launch within the 2026 calendar year of a simple, searchable, and user-friendly online
budget portal, to enable the public to track all city revenues and expenditures in order to
increase government budgetary transparency.
