A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA (1) ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO INVITATION TO BID (ITB) 2026-148-MP TO
ESTABLISH AND MAINTAIN A POOL OF QUALIFIED CONTRACTORS FOR
CISCO NETWORKING EQUIPMENT AND RELATED SERVICES; (II)
APPROVING THE FOLLOWING INITIAL POOL OF PREQUALIFIED
CONTRACTORS: ALXTEL, INC., AXELLIANT LLC, CDW GOVERNMENT LLC,
COASTAL COMPUTER SYSTEMS, INC., DATA CENTER WAREHOUSE LLC,
DISYS SOLUTIONS, INC. (DBA DSI TECH), DRAGON TECH, LLC, E-LOGIC,
INCORPORATED, INFRASTRUCTURE SOLUTIONS COMPANY LLC,
INVSATEK LLC, MAINLINE INFORMATION SYSTEMS, LLC, M.E. GLOBAL
SUPPLIES, INC, SHI INTERNATIONAL CORP., TECH ADVANCED
COMPUTERS, INC., VERITY PARTNERS INC, AND ZONES, LLC OF
WASHINGTON; (III) AUTHORIZING THE CITY MANAGER TO KEEP THE ITB
OPEN FOR THE PURPOSE OF PREQUALIFYING ADDITIONAL
CONTRACTORS; AND (IV) DELEGATING TO THE CITY MANAGER THE
AUTHORITY TO ADD CONTRACTORS TO THE POOL, PROVIDED SUCH
CONTRACTORS MEET THE REQUIREMENTS OF THE ITB, AND TO REMOVE
CONTRACTORS FROM THE POOL AS DEEMED APPROPRIATE; PROVIDED,
HOWEVER, THAT ANY PURCHASE IN EXCESS OF $100,000 SHALL BE
SUBJECT TO THE PRIOR APPROVAL OF THE CITY COMMISSION.
WHEREAS, the City's Information Technology ("IT") Department utilizes various Cisco
Networking Equipment ("Cisco") products as part of its IT infrastructure; and
WHEREAS, since 2021, the City has relied on a pool of vendors to procure Cisco products
and related services on an as -needed basis; and
WHEREAS, on September 3, 2021, the City issued Invitation to Bid (ITB) 2021-060-DF to
establish a contract through sealed applications with qualified contractors for a prequalified pool;
and
WHEREAS, this pool was intended to provide Cisco products and related services on an
as -needed basis; and
WHEREAS, the current contract term is five (5) years and is scheduled to expire on
December 7, 2026; and
WHEREAS, to ensure continuity of service, the purpose of the new solicitation is to
establish replacement contract(s) and maintain an eligible prequalified pool of contractors; and
WHEREAS, prospective bidders will be part of a vendor pool that the City will utilize to
issue Invitations to Quote for Cisco hardware, software, documentation, installation, configuration,
and ongoing support services, ensuring the procurement, delivery, installation, and
commissioning of Cisco solutions that meet the City's operational requirements; and
WHEREAS, Invitation to Bid No. 2026-148-MP (the "ITB") was issued on April 3, 2026;
and
WHEREAS, the Procurement Department issued bid notices to 3,129 companies through
the e-procurement system, with 97 prospective bidders accessing the advertised solicitation; and
WHEREAS, responses were due and received on May 4, 2026; and
WHEREAS, the City received submissions from seventeen (17) contractors: Alxtel, Inc,
Axelliant LLC, CDW Government LLC, Capitol Secure Systems LLC, Coastal Computer Systems,
Inc., Data Center Warehouse, LLC, Disys Solutions, Inc. (d/b/a DSI Tech), Dragon Tech, LLC, E-
Logic, Incorporated, Infrastructure Solutions Company LLC, Invsatek LLC, Mainline Information
Systems, LLC, M.E. Global Supplies, Inc, Shi International Corp., Tech Advanced Computers,
Inc., Verity Partners Inc, Zones, LLC of Washington; and
WHEREAS, Capitol Secure Systems, LLC failed to submit the actual Prequalification
Application, rendering its submission ineligible for award with the initial pool of contractors; and
WHEREAS, however, Capitol Secure Systems, LLC was advised that it may submit its
Prequalification Application at a later date to be considered in a subsequent addition of
contractors to the pool; and
WHEREAS, the ITB required that suppliers be registered Cisco Partners; and
WHEREAS, the ITB also stated that following the review of submissions, the responsive
and responsible bidder(s) meeting all the terms and conditions of this ITB would be recommended
for award; and
WHEREAS, the ITB stipulated a contract term of five (5) years; and
WHEREAS, in its due diligence, the Procurement Department and Public Works
Department found that the following are responsive, responsible bidders meeting all terms and
conditions of the ITB and are recommended for the prequalification award: Alxtel, Inc., Axelliant
LLC, CDW Government LLC, Coastal Computer Systems, Inc., Data Center Warehouse, LLC,
Disys Solutions, Inc. (d/b/a/ DSI Tech), Dragon Tech, LLC, E-Logic, Incorporated, Infrastructure
Solutions Company LLC, Invsatek LLC, Mainline Information Systems, LLC, M.E. Global
Supplies, Inc, Shi International Corp., Tech Advanced Computers, Inc., Verity Partners Inc, and
Zones, LLC of Washington; and
WHEREAS, the City Manager recommends that the Mayor and City Commission (i)
establish and maintain a pool of prequalified contractors for for Cisco networking equipment and
related services, approving the following prequalified contractors: Alxtel, Inc., Axelliant LLC, CDW
Government LLC, Coastal Computer Systems, Inc., Data Center Warehouse, LLC, Disys
Solutions, Inc. (d/b/a/ DSI Tech), Dragon Tech, LLC, E-Logic, Incorporated, Infrastructure
Solutions Company LLC, Invsatek LLC, Mainline Information Systems, LLC, M.E. Global
Supplies, Inc, Shi International Corp., Tech Advanced Computers, Inc., Verity Partners Inc, and
Zones, LLC of Washington, (ii) authorize the City Manager to keep the ITB open for the purpose
of prequalifying additional contractors, and (iii) delegate to the City Manager the authority to add
contractors to the pool, provided such contractors meet the requirements of the ITB, and to
remove contractors from the pool as deemed appropriate; and
WHEREAS, any purchase in excess of $100,000 shall be subject to the prior approval of
the City Commission.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby (i) accept the recommendation of the City Manager, pursuant to Invitation to
Bid (ITB) 2026-148-MP to establish and maintain a pool of qualified contractors for Cisco
networking equipment and related services; (ii) approve the following initial pool of prequalified
contractors: Alxtel, Inc., Axelliant LLC, CDW Government LLC, Coastal Computer Systems, Inc.,
Data Center Warehouse LLC, Disys Solutions, Inc. (dba Dsi Tech), Dragon Tech, LLC, E-Logic,
Incorporated, Infrastructure Solutions Company LLC, Invsatek LLC, Mainline Information
Systems, LLC, M.E. Global Supplies, Inc, Shi International Corp., Tech Advanced Computers,
Inc., Verity Partners Inc, and Zones, LLC of Washington; (iii) authorize the City Manager to keep
the ITB open for the purpose of prequalifying additional contractors; and (iv) delegate to the City
Manager the authority to add contractors to the pool, provided such contractors meet the
requirements of the ITB, and to remove contractors from the pool as deemed appropriate;
provided, however, that any purchase in excess of $100,000 shall be subject to the prior approval
of the City Commission.

RECOMMENDATION
The City Administration ("Administration") recommends that the Mayor and City Commission
("City Commission") approve the Resolution.
This solicitation is currently under the cone of silence.
BACKGROUND/HISTORY
The City's Information Technology Department ("IT") utilizes various Cisco Networking Equipment
("Cisco") products as part of its IT infrastructure. Since 2021, the City has relied on a pool of
vendors to procure Cisco products and related services on an as -needed basis.
Accordingly, on September 3, 2021, the City issued Invitation to Bid (ITB) 2021-060-DF to
establish a contract through sealed applications with qualified contractors for a prequalified pool.
This pool was intended to provide Cisco products and related services on an as -needed basis.
The current contract term is five (5) years and is scheduled to expire on December 7, 2026. The
following firms are a part of the prequalified vendor pool:
• CDW, LLC
• Sentinel Technologies, Inc
• Iron Bow Holdings, Inc

• Convergeone, Inc
• Saxon Business Systems, Inc
To ensure continuity of service, the Administration developed Invitation to Bid (ITB) 2026-148-MP
to establish and maintain a pool of qualified contractors for Cisco networking equipment and
related services to establish replacement contract(s) and maintain an eligible prequalified pool of
contractors. Prospective bidders will be part of a vendor pool that the City will utilize to issue
Invitations to Quote for Cisco hardware, software, documentation, installation, configuration, and
ongoing support services. This ensures the procurement, delivery, installation, and
commissioning of Cisco solutions that meet the City's operational requirements.
Additionally, at any time, the City, with the City Manager's approval, may accept new applications
or remove contractors as needed.
ANALYSIS
Invitation to Bid No. 2026-148-MP was issued on April 3, 2026. The Procurement Department
issued bid notices to 3,129 companies through the e-procurement system, with 97 prospective
bidders accessing the advertised solicitation. Responses were due and received on May 4, 2026.
The City received submissions from the following seventeen (17) contractors: Alxtel, Inc, Axelliant
LLC, CDW Government LLC, Capitol Secure Systems LLC, Coastal Computer Systems, Inc.,
Data Center Warehouse, LLC, Disys Solutions, Inc. (DBA DSI Tech), Dragon Tech, LLC, E-Logic,
Incorporated, Infrastructure Solutions Company LLC, Invsatek LLC, Mainline Information
Systems, LLC, M.E. Global Supplies, Inc, Shi International Corp., Tech Advanced Computers,
Inc., Verity Partners Inc, and Zones, LLC of Washington.
Capitol Secure Systems, LLC has failed to submit the actual Prequalification Application.
Therefore, the submission cannot be considered for the award with the initial pool of contractors.
However, Capitol Secure Systems, LLC was advised that they may resubmit their application at
a later date to be considered in a subsequent addition of contractors to the pool.
The ITB required that suppliers be registered Cisco Partners. The ITB also stated that following
the review of applications, the responsive and responsible bidder(s) meeting all the terms and
conditions of this ITB would be recommended for award. The ITB stipulated a contract term of
five (5) years.
In its due diligence, the Procurement and IT Department found that the following are responsive,
responsible bidders meeting all terms and conditions of the ITB and are recommended for the
prequalification award:

As mentioned above, it is important to note that this prequalification pool will remain open. During
this time, the City, with the approval of the City Manager, may continue to accept applications and
add additional or remove contractors from the list of prequalified contractors during the term of
the contract, five (5) years.
FISCAL IMPACT STATEMENT
Over the past four years, the City has spent a total of $2,182,407.76 on Cisco networking
equipment and related products. There is no fiscal impact at this time as this item only establishes
a pool of prequalified contractors for future use. When services are needed, staff will seek quotes
from the pool of prequalified contractors. All expenditure pursuant to this contract will be based
on approved funding appropriated to the respective department's budget. Grant funds are not
anticipated to be utilized for these services.

Note: Budget approval indicates approval for the current fiscal year only. Future years are subject to
City Commission approval of the annual adopted operating budget. All expenditures associated with
purchasing these goods are subject to funds availability and are approved through the budgeting
process.
CONCLUSION
It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida,
accept the recommendation of the City Manager, pursuant to invitation to bid (ITB) 2026-148-
MP ( the "ITB") to establish and maintain a pool of qualified contractors for Cisco networking
equipment and related services; (II) approving the initial pool of prequalified contractors: Alxtel,
Inc, Axelliant LLC, CDW Government LLC, Coastal Computer Systems, Inc., Data Center
Warehouse, LLC, Disys Solutions, Inc. (DBA DSI Tech), Dragon Tech, LLC, E-Logic,
Incorporated, Infrastructure Solutions Company LLC, Invsatek LLC, Mainline Information
Systems, LLC, M.E. Global Supplies, Inc, Shi International Corp., Tech Advanced Computers,
Inc., Verity Partners Inc, and Zones, LLC of Washington; (III) authorizing the City Manager to

the city manager the authority to add contractors to the pool, provided such contractors meet
