("GRANTEE"), FOR THE DESIGN AND CONSTRUCTION OF THE AQUATIC SCULPTURE PARK PROJECT ("REEFLINE"); SAID AMENDMENT REVISING THE IMPLEMENTATION SCHEDULE AND BUDGETS FOR PHASES 2 AND 3 OF REEFLINE, AS PREVIOUSLY FUNDED UNDER THE GENERAL OBLIGATION BOND FOR ARTS & CULTURE, WITH NO ADDITIONAL CITY FUNDING; AND FURTHER, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AMENDMENT NO. 2, IN A FORM APPROVED BY THE CITY ATTORNEY'S OFFICE, WITH GRANTEE. WHEREAS, on November 8, 2022, the voters of the City of Miami Beach approved the issuance of a General Obligation Bond ("G.O. Bond") for Arts & Culture in the not -to -exceed amount of $159 million; and WHEREAS, on March 27, 2023, the City Commission adopted Resolution No. 2023- 32523, approving the template for the G.O. Bond Grant Agreement to be signed by grant recipients (the "Grant Agreement Template"); and WHEREAS, on May 17 and June 28, 2023, the first and second public readings of the bond issuance resolution were held, and the issuance was approved; and WHEREAS, the final list of projects approved as part of the G.O. Bond for Arts & Culture included a $5 million allocation for the Aquatic Sculpture Park Project ("REEFLINE"); and WHEREAS, on July 26, 2023, the Mayor and City Commission adopted Resolution No. 2023-32691, approving a first amendment to the Grant Agreement Template allowing for the advancement of grant award funds pursuant to the grant agreements previously approved in connection with the G.O. Bond for Arts & Culture; and WHEREAS, Tranche 1 of the G.O. Bond was issued on July 27, 2023; and WHEREAS, on September 27, 2023, the Mayor and City Commission adopted Resolution No. 2023-32782, authorizing the Administration to enter into a Grant Agreement with Blue Lab Preservation Society Inc., a Florida not -for -profit corporation ("Grantee"); and WHEREAS, on June 3, 2024, the City and Grantee executed the Grant Agreement (the "Grant Agreement") for the design and construction of REEFLINE; and WHEREAS, on June 24, 2024, the City and Grantee executed Amendment No.1 to the Grant Agreement, allowing for the advancement of grant award funds pursuant to Resolution 2023-32691; and WHEREAS, the Grant Agreement provides for delivery of REEFLINE in three phases, with the Phase 3 scope and detailed budget to be developed and submitted for review and approval at a later date; and WHEREAS, Phase 1 involved deploying an artificial reef within the boundaries of previously approved local, state, and federal regulatory permits in the South Beach area, for which the County is the permittee; and WHEREAS, a Memorandum of Understanding between Grantee and Surfrider Miami, a chapter of The Surfrider Foundation, Inc. — an environmental nonprofit dedicated to the protection and recreational enjoyment of the world's oceans, waves, and beaches — further limited the deployment area to the northernmost portion of the permitted zone, just north of Fourth Street; and WHEREAS, Phase 1 of REEFLINE was completed in October 2025, within the previously approved South Beach regulatory permit area, resulting in the successful installation of Concrete Coral, a marine -grade sculptural artificial reef by artist Leandro Erlich; and WHEREAS, Phase 1 established a hybrid cultural -ecological civic infrastructure that supports marine biodiversity and coral recruitment, engages more than 10,000 students, advances climate resilience education, and has achieved significant national and international recognition, including TIME's "World's Greatest Places," a nomination for the 2026 Earthshot Prize, ASCE's Sustainable Project of the Year Award, and designation as a FIFA World Cup 2026 Legacy Project; and WHEREAS, Phase 2 of REEFLINE includes three installations — Heart of Okeanos, Miami Reef Star, and Habitat Reef Modules — designed by internationally recognized artists and creative teams, each engineered to enhance marine habitat complexity and ecological performance; and WHEREAS, the Grantee launched an international public Call to Artists to identify the Phase 3 installation, and the detailed Phase 3 budget must be submitted for City approval prior to the disbursement of funding for that phase; and WHEREAS, due to space constraints in the South Beach permitted area, the Grantee reevaluated the originally planned locations for the Phase 2 Miami Reef Star and Habitat Reef Modules; and WHEREAS, during the search for a suitable location for Phase 3, the Grantee identified a viable alternative offshore area in North Beach between 74th Street and 76th Street, encompassing approximately 225,969 square feet and defined in accordance with scientific surveys, hardbottom confirmations, and Miami -Dade County's Equilibrium Toe of Fill (ETOF) line; and WHEREAS, the North Beach area is suitable for the Phase 2 Miami Reef Star and Habitat Reef Modules, and the future Phase 3 installation, and expands community engagement, public access, environmental education, and research opportunities across the City; and WHEREAS, the new location requires a separate permitting process initiated in January 2026 and anticipated to take a minimum of eighteen (18) months, thereby postponing the Phase 2 Reef Star and Habitat Reef Module deployments, which were originally scheduled for Fall 2026; and WHEREAS, deployment of the Phase 2 Heart of Okeanos remains on schedule for late 2026 within the existing South Beach permitted area; and WHEREAS, the updated Phase 2 and Phase 3 sequence is necessary to maintain REEFLINE progress while permitting for North Beach is underway; and WHEREAS, a budget gap of approximately $201,000, resulting from extended timelines and lessons learned from Phase 1, has been identified; and WHEREAS, the Grantee will address this budget gap through fundraising efforts, and no additional City funding will be provided beyond the $5,000,000 allocation authorized in the Grant Agreement; and WHEREAS, the Administration recommends approval of the revised phasing plan and budget realignment to ensure continued progress and the successful delivery of the REEFLINE project; and WHEREAS, a detailed plan outlining the revised sequence, budgets, cashflows, and project schedule is attached as Exhibit A to the Commission Memorandum accompanying this Resolution. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve Amendment No. 2 to the Grant Agreement, dated June 3, 2024, between the City and Blue Lab Preservation Society Inc. BACKGROUND/HISTORY On November 8, 2022, the voters of the City of Miami Beach approved the issuance of a General Obligation Bond for Arts & Culture ("the Bond") in the not to exceed amount of $159 million. On March 27, 2023, the City Commission adopted Resolution No. 2023-32523 approving the template for the Grant Agreement to be signed by grant recipients ("Approved Grant Agreement Template"). On May 17 and June 28, 2023, the first and second public readings of the Bond issuance resolution were held, and the issuance was approved. Tranche 1 of the Bond was issued on July 27, 2023. On July 26, 2023, the City Commission adopted Resolution No. 2023-32691 approving a First Amendment to the Grant Agreement Template which allows for the advancing of Grant award funds. The final list of projects approved as part of the Arts & Culture G.O. Bond included a $5 million allocation for the Aquatic Sculpture Park Project ("REEFLINE"). On September 27, 2023 the Mayor and City Commission adopted the following resolutions: Resolution No. 2023-32782 authorizing the administration to enter into a Grant Agreement with Blue Lab Preservation Society Inc., a Florida not -for -profit corporation ("Grantee"). • Resolution No. 2023-32781 approving an Agreement between the City of Miami Beach and Miami -Dade County ("County Agreement") for the installation of an artificial reef 514 of 2591 within the boundaries of certain previously approved local, state and federal regulatory permits pursuant to which County is permittee. The Grant Agreement was executed on June 3, 2024, and Amendment No.1, allowing for the advancing of grant award funds pursuant to Resolution 2023-32691 was executed on June 24, 2024. The substantial completion date as currently outlined in this grant is July 26, 2026. The executed Grant Agreement provided for delivery of the project in three phases, with the Phase 3 scope and detailed budget to be developed and submitted for review and approval at a later date. ANALYSIS The Administration is returning to the Mayor and City Commission at this time to present and obtain approval for a revised implementation schedule and revised budgets for Phases 2 and 3 of REEFLINE. These adjustments are necessary due to permitting constraints within the original deployment area, the identification of a viable alternative location for future phases, and the resulting need to resequence project components to maintain progress while permitting is underway. The revisions do not alter the overall project budget of $5 million or deliverables approved under the Arts & Culture General Obligation Bond Grant Agreement, but do realign the sequencing, timing, and cashflows to reflect current conditions and ensure successful project delivery. Phase 1 involved deploying an artificial reef within the boundaries of previously approved local, state, and federal regulatory permits in the South Beach area, for which the County is the permittee. A Memorandum of Understanding (MOU) between Blue Lab Preservation Society, Inc. and Surfrider Miami, a chapter of The Surfrider Foundation, Inc. - an environmental nonprofit dedicated to the protection and recreational enjoyment of the world's oceans, waves, and beaches - further limited the deployment area to the northernmost portion of the permitted zone, just north of Fourth Street. Phase 1 was successfully completed in October 2025. It consists of 22 life-sized, marine -grade concrete cars installed approximately 780 feet offshore between Fourth and Fifth Streets. These sculptural forms make up Concrete Coral, a new underwater artwork by internationally recognized artist Leandro Erlich, arranged as a surreal underwater traffic jam 20 feet below the ocean's surface. Phase 1 of REEFLINE has demonstrated a new model of cultural -ecological civic infrastructure, transforming public art into living marine habitat while advancing Miami's leadership in climate resilience and ocean innovation. Delivered on budget, the project established a hybrid artificial reef that is already supporting marine biodiversity, coral growth, and habitat formation offshore of Miami Beach. More than 2,000 corals are being propagated and outplanted, with early marine colonization already visible on the deployed structures. Scientific monitoring conducted in partnership with the University of Miami is documenting ecological performance and informing future phases of implementation. Beyond its environmental impact, REEFLINE engages more than 10,000 students through ocean education initiatives and public programs that connect art, science, and climate action. The project has generated more than 17.38 billion media impressions worldwide, earned recognition by TIME as one of the World's Greatest Places, nominated for Prince William's 2026 Earth Shot Prize, awarded Sustainable Project of the Year by the American Society of Civil Engineers by the Miami - Dade Awards Committee, and serves as an official FIFA World Cup 2026 Legacy Project. As a scalable model for coastal cities globally, REEFLINE demonstrates how public -private 515 of 2591 partnerships can unlock investment in climate infrastructure, drive eco-tourism and local economic activity, and strengthen civic identity through stewardship of the ocean environment. Phase 2, as outlined in the executed Grant Agreement, consisted of three installations: Heart of Okeanos by Petrock Sesti Mimicking the actual heart of a blue whale, this sculpture is a symbolic offering to the Greek god of the Oceans and a carefully designed gift for the creatures that inhabit them. Seeded with living corals, the giant artwork will become an idyllic haven for marine lifeforms. Heart of Okeanos is currently scheduled for deployment in late 2026 within the existing South Beach permitted area. Miami Reef Star by Carlos Betancourt in collaboration with Alberto Latorre This piece draws inspiration from the captivating migration of starfish and the interconnectedness between ocean and stars. These environmental sculptures are engineered with the latest advancements in hybrid reef technology and marine habitats. Fabrication and deployment is currently scheduled for 2027 in a new North Beach permitted area between 74th and 76th Streets. Habitat Reef Modules The Habitat Reef Modules were conceived by OMA (Office for Metropolitan Architecture), the internationally renowned architecture and urban design practice founded by Pritzker Prize- winning architect Rem Koolhaas. Designed specifically for REEFLINE, the modules feature a series of interconnected voids, surfaces, and structural complexities engineered to provide habitat for fish, invertebrates, and coral recruitment while enhancing marine biodiversity. Fabrication and deployment are scheduled for 2027 in a new North Beach permitted area between 74th and 76th Streets. For Phase 3, the Grantee launched an international public call to artists in order to find the most relevant projects to inspire and educate the community about the importance of marine conservation. Under the Grant Agreement, the detailed Phase 3 budget was required to be submitted for review and approval before any payments for this phase could be issued. Due to space constraints within the permitted South Beach area, the Grantee reevaluated the planned deployment sites for the Miami Reef Star and Habitat Reef Modules, which were originally slated for placement within the South Beach permitted zone. During the search for suitable locations for Phase 3, the Grantee identified an alternative area in North Beach, between 74th Street and 76th Street, that can accommodate the Miami Beach Reef Star, the Reef Modules, and the future Phase 3 installation. The new survey area spans approximately 225,969 sq ft offshore between 74th and 76th Street. It has been defined based on confirmed hardbottom locations identified by Cummins Cederberg (2024) and the Equilibrium Toe of Fill (ETOF) line associated with Miami -Dade County's beach renourishment project, ensuring required buffers and avoiding impacts to sensitive resources. In addition to providing a suitable location for future REEFLINE deployments, the North Beach permit area expands community access to the project and its benefits, extending opportunities for public engagement, ocean education, scientific research, and environmental stewardship to a broader segment of Miami Beach residents and visitors while supporting the long-term vision of REEFLINE as a citywide network of cultural and ecological infrastructure. This new location requires a separate permitting process, which will postpone installation of the Reef Star and Reef Modules - originally planned for fall 2026. The permitting process began in January 2026 and is expected to take at least eighteen (18) months.
