A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR,
AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF
MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT), FY28 PUBLIC TRANSIT SERVICE
DEVELOPMENT PROGRAM, IN THE APPROXIMATE AMOUNT OF $722,000;
2) UNITED STATIONS DEPARTMENT OF TRANSPORTATION (USDOT), SAFE
STREETS AND ROADS FOR ALL (SS4A) GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $2.4 MILLION; AND 3) THE CHILDREN'S
TRUST, IN THE APPROXIMATE AMOUNT OF $725,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $722,000 from the Florida Department of Transportation (FDOT), FY28
Public Transit Service Development Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $2.4 Million from the United States Department of Transportation
(USDOT), Safe Streets and Roads for All (SS4A) Grant Program, the details of which are set forth
in the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to accept a grant in the
approximate amount of $725,000 from The Children's Trust, the details of which are set forth in
the Commission Memorandum accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or his designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following grants, programs, and agreements: 1) Florida Department of
Transportation (FDOT), FY28 Public Transit Service Development Program, in the approximate
amount of $722,000; 2) United States Department of Transportation (USDOT), Safe Streets and
Roads for All (SS4A) Grant Program, in the approximate amount of $2.4 Million; and 3) The
Children's Trust, in the approximate amount of $725,000.

RECOMMENDATION
Adopt the Resolution.
BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies
and organizations. Information regarding the projects and funding sources is included in the
Analysis section of this Agenda Item.
ANALYSIS
1. Florida Department of Transportation (FDOT), FY 2028 Public Transit Service Development
Program, in the approximate amount of $722,000 for the Commuter Waterborne Transportation
Service ("Water Taxi").
The Public Transit Service Development Program was enacted by the Florida Legislature to
provide initial funding for special projects. The program selectively funds new or innovative
measures and services to improve or expand public transit.
The City administration is applying for a grant in the approximate amount of $722,000 to support
FY 2028 operating costs of the Water Taxi service that runs cross -bay between Maurice Gibb
Memorial Park in Miami Beach and Venetian Manna & Yacht Club in Miami Matching funds in
the approximate amount of $722,000 will be provided, contingent on City Commission approval
during the FY2028 budget process.
2. United States Department of Transportation (USDOT), Safe Streets and Roads for All (SS4A)
Grant Program, in the approximate amount of $2.4 Million for Vision Zero Planning and
Demonstration activities

The Infrastructure Investment and Jobs Act (IIJA) established the SS4A competitive grant
program The SS4A program supports the USDOT National Roadway Safety Strategy and its goal
of accomplishing zero roadway deaths. Grants are distributed to support planning, infrastructure,
and behavioral and operational initiatives to prevent fatalities and serious injuries on roadways.
The City administration is applying for a grant in the approximate amount of $2.4 Million for
planning and demonstration activities that will enhance the City's Vision Zero Action Plan. The
grant would support data collection, public engagement, and pilot programs that focus on
evaluating frequent cash sites across Miami Beach roadways This project will inform where and
how to implement future permanent transportation infrastructure solutions. Matching funds in the
approximate amount of $600,000 will be provided, contingent on City Commission approval during
the FY 2028 budget process
3. The Children s Trust, in the approximate amount of $725 000 for Afterschool Programs and
Summer Camps
The Children's Trust is a grant -making organization that focuses on fostering a community that
works together to provide the essential foundations that enable children and youth to achieve their
full potential.
The City administration is accepting a grant renewal in the approximate amount of $725,000 for
afterschool and summer camp programming. Through this grant. the Children's Trust has been
supporting the City s afterschool and summer camp programming for kids ages 5-12, for several
years. This contract is expected to be renewed for one additional year. Funding amounts are
subject to change No matching funds are required.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or agreements
in connection with these grants, award programs and funding requests.
