WHEREAS, the City of Miami Beach ("City") is committed to enhancing the quality and usability of its public parks, including dog parks, for residents and visitors; and WHEREAS, South Pointe Park and Maurice Gibb Park include designated dog parks that serve as popular amenities for pet owners; and WHEREAS, on December 11, 2025, pursuant to LTC 542-2025 on December 23, 2025, the Parks and Recreational Facilities Advisory Board ("PRFAB") unanimously approved a motion to recommend that the City Commission change the surface of the turf at the dog park located at South Pointe Park to artificial grass in order to reduce maintenance frequency and associated costs; and WHEREAS, on February 5, 2025, the Mayor and City Commission referred an item to the Finance and Economic Resiliency Committee ("FERC") at the request of Commissioner Alex J. Fernandez to discuss changing the surface of the turf to artificial grass at the dog park located at South Pointe Park, as recommended by the PRFAB in LTC 542-2025, and to discuss changing the surface of the turf to artificial grass at the dog park located at Maurice Gibb Park for the same reasons; and WHEREAS, the installation of artificial turf in the dog parks at South Pointe Park and Maurice Gibb Park would improve durability, reduce maintenance costs, and provide cleaner and safer environments for pets and their owners; and WHEREAS, the Mayor and City Commission desire to consider changing the turf surface to artificial grass at the dog parks at South Pointe Park and Maurice Gibb Park, respectively, as two separate improvement projects to be presented as part of the Fiscal Year 2027 Budget process. Further. the Administration recommends that while the City Commission evaluates changing the surface of the dog parks at South Pointe Park and Maurice Gibb Park, it also carefully considers several critical factors that will significantly impact the General Fund budget: The Commissions December 17, 2025 Resolution: The Commission has directed the Administration to prepare the FY 2027 budget based on the projected rolled -back millage rate. This directive may necessitate expenditure reductions of up to $25 million from the current service -level budget before any consideration of enhancements. Escalating Capital Needs: The City continues to face an increasingly unfunded Capital Improvement Program, placing additional pressure on long-term financial sustainability State -Level Tax Policy Risks: The State is contemplating measures to eliminate or significantly reduce property taxes. Given that 62% of the General Fund revenue is derived from property taxes. this poses a substantial risk to the City's fiscal stability. Additionally, the Parks and Recreation Department has numerous unfunded capital and renewal and repair projects. While considering new projects, it is important to evaluate those against existing needs. A few current critical capital needs include: • Flamingo Park Football Stadium Artificial turf (Estimated $1,400,000) • Lummus Park: Playground replacement (Estimated $1.320,000) • Normandy Isle Park: Playground replacement ($880.000) These considerations are essential to ensure that decisions regarding costs for changing the surface to artificial grass at the dog parks in South Pointe Park and Maurice Gibb Park aligns with the City's broader long-term financial stability and strategic priorities If the Commission wishes to pursue this project, it will be added to the department's 5-year CIP and evaluated and prioritized against other needs as part of the Fiscal Year 2027 budget process 731 of 2591 BACKGROUNDIHISTORY At the December 23, 2025, Parks & Recreational Facilities Advisory Board, the following motion was made and passed unanimously, 8-0 The Parks and Recreational Facilities Advisory Board recommended changing the surface to artificial grass at the dog park located at South Pointe Park in order to reduce maintenance frequency and associated costs. The committee decided to return this item to the Commission with a favorable recommendation to fund two separate capital projects to install artificial grass at the dog parks, as presented in the FY 2027 budget process The City's dog parks are highly popular and frequently used amenities within the City's parks system They are open from sunrise to sunset every day. The combination of significant foot traffic and active dogs playfully engaging in the parks. leads to rapid grass deterioration, requiring frequent temporary closures for re -sodding. Many dog park users reside in multi -family housing and rely on these spaces as their primary opportunity for their dogs to exercise and socialize. The Department of Parks, Facilities. Fleet and Beaches recently completed the artificial grass project at Belle Isle dog park in July 2025, which totaled $277,346.00 This project also featured an EZ Flo Injection system to disinfect and deodorize the artificial grass ANALYSIS The Department of Parks, Facilities. Fleet and Beaches has estimated the capital costs to replace the sod surface with artificial grass at South Point Park dog park at approximately $203,000.00, with an annual operational cost of $5.000.00. In addition, replacing the sod at the Maurice Gibb Park dog park with artificial grass would cost approximately $151,116.00, with an annual operating cost of $4,000.00. Funding for these projects should be considered as part of the FY 2027 budget process. The Department of Parks, Facilities. Fleet and Beaches recognizes the benefits of artificial turf compared to natural sod in the dog park environment as some of the advantages include durability and wear resistance, eliminating mud after rain events, low maintenance, and hygiene and odor control.
