HomeMy WebLinkAboutResolution 2026-34315RESOLUTION NO. 2026-34315 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE FAVORABLE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE AT ITS APRIL 1, 2026 MEETING TO IDENTIFY THE INSTALLATION OF ENHANCED LIGHTING AT THE DOG PARK LOCATED AT 201 2 STREET, MIAMI BEACH, AS A BUDGET PRIORITY FOR THE FISCAL YEAR 2027 BUDGET PROCESS. WHEREAS, the City of Miami Beach ("City") is committed to enhancing the quality and usability of its public parks, including dog parks, for residents and visitors; and WHEREAS, the dog park located at 201 2 Street, Miami Beach ("Park") serves as a popular amenity for pet owners; and WHEREAS, the Park is open every day from sunrise to sunset, but it currently lacks lighting, which limits the Park's usability after sunset; and WHEREAS, on December 17, 2025, the Mayor and City Commission referred an item to the Finance and Economic Resiliency Committee ("FERC") at the request of Commissioner Monica Matteo-Salinas to discuss the proposed installation of enhanced amber -colored, solar - powered tree wrap lights on certain trees at the Park; and WHEREAS, on April 1, 2026, the FERC transmitted the proposal to install enhanced lighting at the Park to the City Commission with a favorable recommendation to identify lighting at the Park as a budget priority for the Fiscal Year 2027 Budget process; and WHEREAS, the Mayor and City Commission desire to prioritize this proposed improvement during the Fiscal Year 2027 Budget process. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Finance and Economic Resiliency Committee at its April 1, 2026 meeting to identify the installation of enhanced lighting at the dog park located at 201 2 Street, Miami Beach, as a budget priority for the Fiscal Year 2027 Budget process. RECOMMENDATION Administration recommends that while the City Commission accepts the recommendation from the Finance and Economic Resiliency Committee ("FERC") for the installation of enhanced lighting at the dog park located at 201 2nd Street and any associated costs for the project, it also carefully considers several critical factors that will significantly impact the General Fund budget: The Commission's December 17, 2025 Resolution The Commission has directed the Administration to prepare the FY 2027 budget based on the projected rolled -back millage rate. This directive may necessitate expenditure reductions of up to $25 million from the current service -level budget before any consideration of enhancements. Escalating Capital Needs: The City continues to face an increasingly unfunded Capital Improvement Program, placing additional pressure on long-term financial sustainability. State -Level Tax Policy Risks The State is contemplating measures to eliminate or significantly reduce property taxes. Given that 6290 of the General Fund revenue is derived from property taxes, this poses a substantial risk to the City's fiscal stability. Additionally, the Parks and Recreation Department has numerous unfunded capital and renewal and repair projects. While considering new projects, it is important to evaluate those against existing needs A few current critical capital needs include Flamingo Park Football Stadium: Artificial turf (Estimated $1,400,000) Lummus Park: Playground replacement (Estimated $1,320,000) Normandy Isle Park: Playground replacement ($880,000) These considerations are essential to ensure that decisions regarding any costs associated with enhancing the lighting at the dog park on 2nd Street aligns with the City's broader long-term financial stability and strategic priorities. If the Commission recommends funding the costs to install enhanced lighting at the dog park on 2nd Street, the Administration recommends it be considered as part of the FY 2027 budget process. BACKGROUND/HISTORY 771 of 2591 At the December 17, 2025, City Commission meeting, at the request of Vice Mayor Monica Matteo Salinas, the Mayor and City Commission referred a discussion item to the Finance and Economic Resiliency Committee to discuss the installation of enhanced lighting at the dog park located at 201 2nd Street. (Exhibit A) At the February 20, 2026, Finance and Economic Resiliency Committee ( FERC") meeting, the item was discussed and the motion passed was for the Department of Parks. Facilities, Fleet and Beaches to explore more cost effective and environmentally sensitive lighting alternatives and to return to Committee for further consideration. (Exhibit B) At the April 1, 2026, Finance and Economic Resiliency Committee meeting, a favorable recommendation was made to install amber -colored tree wrap lights on three trees in the dog park at 201 2nd Street. Our Bark parks are popular and well utilized within the city's parks system. Washington Avenue Bark Park is open every day from sunrise to sunset, but it currently lacks lighting. Many of our park users live in multifamily units and rely on this Bark Park to bring their dogs after sunset. ANALYSIS The project will consist of providing amber -colored, three trees at the dog park located at 201 2nd Street a priority in the FY 2027 budget process. RECOMMENDATION The Administration recommends that the Finance and Economic Resiliency Committee ("FERC") evaluate the installation of enhanced lighting at the dog park located at 201 2nd Street and any costs associated with making such improvements. Further, the Administration recommends that while the FERC evaluates installing enhanced lighting at the dog park on 2nd Street, it also carefully considers several critical factors that will significantly impact the General Fund budget: 1. The Commission's December 17, 2025 Resolution: The Commission has directed the Administration to prepare the FY 2027 budget based on the projected rolled -back millage rate. This directive may necessitate expenditure reductions of up to $25 million from the current service -level budget before any consideration of enhancements. 2. Escalating Capital Needs: The City continues to face an increasingly unfunded Capital Improvement Program, placing additional pressure on long-term financial sustainability. 3. State -Level Tax Policy Risks: The State is contemplating measures to eliminate or significantly reduce property taxes. Given that 62% of the General Fund revenue is derived from property taxes, this poses a substantial risk to the City's fiscal stability. Additionally, the Department of Parks, Facilities, Fleet and Beaches has numerous unfunded capital and renewal and repair projects. While considering new projects, it is important to evaluate those against existing needs. A few current critical capital needs include: Flamingo Park Football Stadium: Artificial turf (Estimated $1,400,000). Lummus Park: Playground replacement (Estimated $1,320,000) Muss Park: Playground Pour -in -Place safety surface ($200,000) These considerations are essential to ensure that decisions regarding any costs associated with enhancing the lighting at the dog park on 2nd Street aligns with the City's broader long-term financial stability and strategic priorities. Administration recommends if the City Commission wishes to pursue this project, it be added to the Department's 5-year CIP and evaluated and prioritized against other needs and that it be part of the FY 2027 budget process. BACKGROUND/HISTORY At the December 17, 2025, City Commission meeting, at the request of Vice Mayor Monica Matteo Salinas, the Mayor and City Commission referred a discussion item to the Finance and Economic Resiliency Committee to discuss the installation of enhanced lighting at the dog park located at 201 2nd Street. (Exhibit A). 792 of 2591 Our Bark parks are popular and well utilized within the city's parks system. Washington Avenue Bark Park is open every day from sunrise to sunset, but it currently lacks lighting. Many of our park users live in multifamily units and rely on this Bark Park to bring their dogs after sunset. Improved lighting would increase operational hours, enhance the experience for park users, enhance safety, and support the City's broader goals of promoting accessible, well -maintained public spaces. ANALYSIS The project will consist of providing engineering plans and drawings, permit fees, electrical service to the park, and installing (6) LED lights mounted on black decorative poles with acorn luminaire.
