A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE PUBLIC SAFETY AND NEIGHBORHOOD
QUALITY OF LIFE COMMITTEE ("PSNQLC") MADE AT ITS MAY 13,
2026 MEETING, ESTABLISHING A ONE YEAR QUIET ZONE PILOT
PROGRAM WITHIN THE SOUTH OF FIFTH NEIGHBORHOOD,
PROVIDING FOR THE INSTALLATION OF SIGNAGE AND ENHANCED
ENFORCEMENT USING EXISTING POLICE STAFF RESOURCES.
WHEREAS, at the February 5, 2026, City Commission Meeting, the Mayor and
City Commission approved a referral to the Public Safety and Neighborhood Quality of
Life Committee ("PSNQLC') requesting discussion of the potential creation of a Quiet
Zone and the installation of related signage within the South of Fifth ("SoFi")
neighborhood; and
WHEREAS, the SoFi neighborhood is a predominantly residential community that
experiences significant impacts from excessive vehicular noise, including engine revving,
modified exhaust systems, and loud amplified sound from vehicles during nighttime
hours; and
WHEREAS, the City Administration, through the PSNQLC staff memorandum
dated May 13, 2026, advised that a Quiet Zone could be supported through the installation
of extra -large, highly visible signage consistent with the Manual on Uniform Traffic Control
Devices (MUTCD), designed to promote compliance by alerting drivers and visitors to
nighttime noise restrictions and penalties, at a total approximate cost of $2,864 for the
installation twenty (20) 30" x 30" aluminum signs (with visibility up to 150 feet; and
WHEREAS, the Miami Beach Police Department ("MBPD") has advised that while
the Department does not have a dedicated unit available for additional enforcement,
existing on duty personnel assigned as part of Operation Quiet Streets may be deployed
to support enforcement of the Quiet Zone during the pilot period; and
WHEREAS, the Administration recommends that a one-year pilot program be
established to evaluate neighborhood impacts, operational feasibility, enforcement
demands, and effectiveness to assist in future discussions regarding expansion or long-
term implementation; and
WHEREAS, the Mayor and City Commission desire to improve resident quality of
life and to assess whether targeted signage and enhanced enforcement can reduce
nighttime vehicular noise and improve neighborhood livability.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood
Quality of Life Committee ("PSNQLC") made at its May 13, 2026 meeting, and establish
a one-year Quiet Zone Pilot Program within the South of Fifth neighborhood, providing
for the installation of signage and enhanced enforcement using existing police staff
resources.
