A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
ESTABLISH AND IMPLEMENT A PERMANENT POLICY PROHIBITING THE
PARKING OF VEHICLES OWNED, LEASED, RENTED, OR OTHERWISE
OPERATED BY THE CITY IN SURFACE PARKING LOTS AND FIRST -FLOOR
PARKING GARAGE SPACES FRONTING, OR ADJACENT TO, LINCOLN
ROAD AND 17TH STREET IN ORDER TO: PRIORITIZE PARKING FOR
RESIDENTS, CUSTOMERS, VISITORS AND OTHER MEMBERS OF THE
PUBLIC; IMPROVE THE APPEARANCE AND FUNCTIONALITY OF THE
PUBLIC REALM; AND SUPPORT THE CONTINUED ACTIVATION OF THE
CITY'S PREMIER COMMERCIAL CORRIDORS; AND FURTHER, DIRECTING
THE CITY ADMINISTRATION TO PROVIDE LIMITED EXCEPTIONS TO SUCH
POLICY FOR CITY VEHICLES RESPONDING TO EMERGENCIES, CALLS
FOR SERVICE, OR ACTIVELY ENGAGED IN MAINTENANCE, INSPECTION,
REPAIR, CONSTRUCTION, OR OTHER OPERATIONAL ACTIVITIES.
WHEREAS, Lincoln Road and 17th Street are among the City of Miami Beach's ("City")
most important commercial, cultural, and pedestrian -oriented corridors, attracting residents,
visitors, shoppers, diners, employees, and businesses throughout the year; and
WHEREAS, the availability of convenient and visible public parking is essential to
maintaining the economic vitality, accessibility, and continued success of these corridors; and
WHEREAS, surface parking lots and first -floor parking garage spaces fronting, or
adjacent to, Lincoln Road and 17th Street are among the most desirable and convenient parking
spaces available to residents, visitors, and customers in these areas; and
WHEREAS, the routine parking of City -owned, leased, rented, or otherwise utilized
vehicles in such highly visible and accessible parking areas unnecessarily reduces parking
availability for members of the public and detracts from the resident, customer and visitor
experience; and
WHEREAS, the Mayor and City Commission find that City vehicles can generally be
accommodated in alternative parking locations without adversely affecting municipal operations;
and
WHEREAS, prioritizing these parking spaces for public use will improve parking turnover,
enhance accessibility to nearby businesses and destinations, contribute to a more welcoming
and attractive public realm, and support the continued activation and economic success of
Lincoln Road and 17th Street; and
WHEREAS, the Mayor and City Commission recognize that certain City operations
require vehicles to be present within these areas in order to respond to emergencies, address
calls for service, conduct inspections, perform maintenance and repair activities, support
construction projects, and carry out other essential governmental functions; and
WHEREAS, the Mayor and City Commission desire to direct the City Administration to
establish and implement a permanent policy restricting the parking of City vehicles in these
locations while providing reasonable exceptions necessary to ensure the uninterrupted delivery
of municipal services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby direct the City
Administration to establish and implement a permanent policy prohibiting the parking of vehicles
owned, leased, rented, or otherwise operated by the City in surface parking lots and first -floor
parking garage spaces fronting, or adjacent to, Lincoln Road and 17th Street in order to: prioritize
parking for residents, customers, visitors and other members of the public; improve the
appearance and functionality of the public realm; and support the continued activation of the City's
premier commercial corridors; and further, directing the City Administration to provide limited
exceptions to such policy for City vehicles responding to emergencies, calls for service, or actively
engaged in maintenance, inspection, repair, construction, or other operational activities.
