A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO PUBLISH A QUARTERLY LETTER TO
COMMISSION ("LTC") SETTING FORTH DATA FROM SERIOUS
TRAFFIC -RELATED ACCIDENTS OCCURRING IN THE PREVIOUS
QUARTER, INCLUDING BUT NOT LIMITED TO: THE TOTAL NUMBER
OF SERIOUS TRAFFIC -RELATED ACCIDENTS THAT OCCURRED
WITHIN THE CITY; A SUMMARY OF EACH SERIOUS TRAFFIC -
RELATED ACCIDENT INCLUDING IF THERE WAS AN ASSOCIATED
FATALITY; AN ANALYSIS OF TRENDS THAT REFLECT ROADWAY
SAFETY CONCERNS; AND RECOMMENDATIONS FOR ANY SAFETY
IMPROVEMENT FOR EACH SUCH ACCIDENT LOCATION.
WHEREAS, protecting the health, safety, and general welfare of the City's
residents and visitors is the most fundamental function performed by the City; and
WHEREAS, as a densely populated community that is home to roughly 80,000
residents, and that welcomes over 28 million tourists each year, the City must
continuously assess roadway safety needs to protect residents, workers, and visitors
alike; and
WHEREAS, the analysis of serious traffic -related accidents within the City
underscores the importance of regularly monitoring roadway conditions and identifying
emerging safety issues before they escalate; and
WHEREAS, for the purpose of the Letter to Commission ("LTC"), "serious
traffic -related accidents" is defined as a traffic crash involving death or serious bodily
injury as defined in Florida Statute 316.027; and
WHEREAS, comprehensive crash -response efforts rely on close collaboration
between the Transportation and Mobility Department, the Risk Management Division, and
the Miami Beach Police Department, whose combined data resources allow for timely
evaluation of contributing factors such as driver behavior, roadway configuration, roadway
conditions, pedestrian activity, and bicycle and micromobility device operators; and
WHEREAS, the Risk Management Division will be responsible for providing the
root cause analysis and recommendations for each accident; and
WHEREAS, maintaining a structured reporting process through a quarterly LTC
will facilitate ongoing oversight, ensure accountability in safety related follow-up actions,
and support data driven decision -making.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby directing the City
Administration to publish a quarterly Letter To Commission ("LTC") setting forth data from
serious traffic -related accidents occurring in the previous quarter, including but not limited
to: the total number of serious traffic -related accidents that occurred within the city; a
summary of each serious traffic -related accident including if there was an associated
fatality; an analysis of trends that reflect roadway safety concerns; and recommendations
for any safety improvement for each such accident location.
