A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO ADD AS A FY 2027 BUDGET
ENHANCEMENT, AND ON A RECURRING BASIS GOING
FORWARD, THE PROVISION OF TWO (2) ADDITIONAL
VEHICLES FOR THE MID/NORTH BEACH ON DEMAND
TRANSIT SERVICE OPERATED BY FREEBEE, AS PART OF THE
UPCOMING FISCAL YEAR 2027 BUDGET PROCESS,
ENSURING THAT THE ESTIMATED COST OF $350,000.00 PER
YEAR IS REFLECTED IN THE FY 2027 OPERATING BUDGET
REQUEST, AND IN ANNUAL BUDGETS GOING FORWARD, AND
THAT ALL NECESSARY STEPS ARE TAKEN TO ADVANCE THE
INITIATIVE TOWARD IMPLEMENTATION.
WHEREAS, the City of Miami Beach provides Freebee transit services to enhance
mobility, reduce traffic congestion, and support sustainable transportation options for
residents and visitors; and
WHEREAS, the City currently funds three Freebee vehicles in Mid/North Beach
for on demand transit service, but high demand and long passenger wait times have
prompted numerous resident complaints and highlighted the need for additional vehicles
to ensure reliable service; and
WHEREAS, the Transportation and Mobility Department has requested an
operating budget enhancement in the amount of $350,000.00 per year for two (2)
additional Freebee vehicles to reduce passenger wait times and provide a better level of
service within Mid/North Beach, but this enhancement has not yet been approved; and
WHEREAS, reliable public transit is essential for residents to plan their travel with
certainty, and increased Freebee service will incentivize people not to drive, thereby
reducing traffic gridlock and supporting environmental goals; and
WHEREAS, the Mayor and City Commission recognize the importance of
prioritizing this enhancement to promote public safety, support community engagement,
and complement broader efforts to improve transit reliability and environmental
sustainability in Mid/North Beach.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to add as a FY 2027 budget
enhancement, and on a recurring basis going forward, the provision of two (2) additional
vehicles for the Mid/North Beach on demand transit service operated by Freebee, as part
of the upcoming Fiscal Year 2027 budget process, ensuring that the estimated cost of
$350,000.00 per year is reflected in the FY 2027 operating budget request, and in annual
budgets going forward, and that all necessary steps are taken to advance the initiative
toward implementation.
