A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO ENGAGE A TRANSPORTATION COMPANY TO
FURNISH A 15-PASSENGER VAN TO ENABLE THE RESIDENTS OF
THE STELLA MARIS HOUSE TO TRAVEL TO PUBLIX THREE TIMES
PER MONTH, AT A COST NOT TO EXCEED $16,000 PER YEAR;
FURTHER DIRECTING THE CITY ADMINISTRATION TO EXPLORE THE
POSSIBILITY OF PARTNERING WITH MIAMI-DADE COUNTY TO
SHARE IN THE COSTS OF FUNDING THIS PROGRAM; AND FURTHER
DIRECTING THE ADMINISTRATION TO AMEND THE FISCAL YEAR
2026 BUDGET TO COVER THE PRO-RATA COST FOR THIS PROGRAM
FOR FISCAL YEAR 2026 AND TO INCLUDE THIS PROGRAM AS A
RECURRING EXPENDITURE COMMENCING IN FY 2027; AND
FURTHER DIRECTING THE ADMINISTRATION TO UNDERTAKE THE
NECESSARY STEPS TO SUCCESSFULLY IMPLEMENT THE
TRANSPORTATION SERVICE.
WHEREAS, the City Commission recognizes the importance of ensuring equitable
access to food, groceries, and other essential goods for all residents of the community;
and
WHEREAS, the residents of the Stella Maris House have limited transportation
options, creating barriers to regularly obtaining groceries and other necessities; and
WHEREAS, providing reliable transportation to a nearby Publix supermarket three
times per month will improve the quality of life, independence, and well-being of Stella
Maris House residents; and
WHEREAS, the City Commission seeks to implement this service efficiently and
cost-effectively, including by exploring potential partnerships with Miami -Dade County to
leverage existing transportation programs and resources; and
WHEREAS, the City Commission desires to direct the City Administration to
undertake the steps necessary to successfully implement this initiative, including but not
limited to: (a) assessing routing, scheduling, operational logistics, and coordination with
property management and service providers; (b) reviewing ADA-related requirements
and any other regulatory obligations; (c) determining funding options, including any
available grant opportunities and potential partnerships/cost-sharing with Miami -Dade
County; (d) developing proposed timelines and guidelines to ensure program efficiency
and sustainability; and (e) if necessary, issuing an invitation to quote (ITQ) to prospective
vendors.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby directs the City Administration to engage a transportation company
to furnish a 15-passenger van to enable the residents of the Stella Maris House to travel
to Publix three times per month, at a cost not to exceed $16,000 per year; further directing
the City Administration to explore the possibility of partnering with Miami -Dade County to
share in the costs of funding this program; and further directing the Administration to
amend the Fiscal Year 2026 budget to cover the pro-rata cost for this program for Fiscal
Year 2026 and to include this program as a recurring expenditure commencing in Fiscal
Year 2027; and further direct the Administration to undertake the necessary steps to
successfully implement the transportation service.
