HomeMy WebLinkAboutResolution 2026-34351RESOLUTION NO.2026-34351 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA,ACKNOWLEDGING THAT EARLY VOTING SHALL BE PROVIDED BY THE MIAMI-DADE COUNTY SUPERVISOR OF ELECTIONS FOR THE NOVEMBER 3,2026,CITY OF MIAMI BEACH SPECIAL ELECTION. WHEREAS,the City of Miami Beach has scheduled a Special Election to be held on Tuesday,November 3,2026,in conjunction with the General Election,to present ballot question(s)to the City's electorate;and WHEREAS,the City Commission hereby acknowledges that,pursuant to State law,Early Voting shall be provided by the Miami-Dade County Supervisor of Elections for the November 3, 2026,City of Miami Beach Special Election;and WHEREAS,in recognition of Section 101.657(1 )(d)Florida Statutes,which governs Early Voting,the City Commission hereby acknowledges that the Miami-Dade County Supervisor of Elections is required to provide for Early Voting to begin on the 10th day before an election that contains State or Federal races and end on the 3rd day before the election;and providing Early Voting for no less than 8 hours and no more than 12 hours per day at each site during the applicable period.In addition,Early Voting may be offered at the discretion of the Supervisor of Elections on the 15th,14th,13th,12th,11th,or 2nd day before an election that contains State or Federal races for at least 8 hours per day,but not more than 12 hours per day;and WHEREAS,Florida's Election Code states that municipalities may provide Early Voting only in municipal elections that are not held in conjunction with County or State elections; therefore,the County will be responsible for conducting Early Voting activities related to the City's November 3,2026 Special Election;and WHEREAS,the Miami-Dade County Supervisor of Elections has designated the following Early Voting schedule for the November 3,2026,City of Miami Beach Special Election,and has selected Miami Beach City Hall,1700 Convention Center Drive,and the North Shore Branch Library,7501 Collins Avenue,as the Early Voting locations within the City of Miami Beach: I Dates I Monday,October 19 through Sunday,November 1,2026 I Times I I 7:00 a.m.to 7:00 p.m.daily I WHEREAS,the Miami-Dade County Elections Department's final Early Voting schedule hours and locations for the November 3,2026 General Election and City of Miami Beach Special Election have yet to be finalized;and WHEREAS,secure ballot intake stations (Vote-by-Mail Drop Boxes)will be available and staffed at each of the Miami-Dade County Early Voting locations,including the two Early Voting locations in Miami Beach:Miami Beach City Hall,1700 Convention Center Drive,and North Shore Branch Library,7501 Collins Avenue,during Early Voting hours of operation;and WHEREAS,the Miami-Dade County Elections Department has provided the City Clerk with an estimate of $25,520.00 for the City's November 3,2026,Special Election,which includes the costs associated with 14 days of Early Voting. NOW,THEREFORE,BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA,that the Mayor and City Commission hereby acknowledge that Early Voting shall be provided by Miami-Dade County for the November 3,2026,City of Miami Beach Special Election,said Early Voting to be conducted in accordance with the provisions of this Resolution.Once the Miami-Dade County Elections Department finalizes the hours and locations for the November 3,2026,General Election and City of Miami Beach Special Election,the City Clerk is directed to transmit the information via Letter to Commission (LTC). RECOMMENDATION Adopt the attached resolution acknowledging that Early Voting will be provided by the Miami-Dade County Supervisor of Elections for the City's November 3,2026,Special Election if ballot question(s)are approved on July 22,2026,thereby calling a Special Election. BACKGROUND/HISTORY ANALYSIS The City has placed proposed ballot question(s)on the July 22,2026,agenda.If any question(s) are approved,a Special Election will be held on November 3,2026,in conjunction with the Countywide General Election. Because the City's Special Election would occur on the same day as State and County races, Early Voting is administered by the Miami-Dade County Supervisor of Elections.The Supervisor has already shared the anticipated Early Voting dates,times,and locations for the City: Dates:Monday,October 19 through Sunday,November 1,2026 Hours:7:00 a.m.to 7:00 p.m.daily Miami Beach Locations: •Miami Beach City Hall,1700 Convention Center Drive •North Shore Branch Library,7501 Collins Avenue Note that the Supervisor of Elections has not yet finalized the official Early Voting schedule.Final confirmation is expected closer to the election.Once the Supervisor of Elections finalizes the Early Voting hours and locations,the City Clerk will transmit the finalized information via a Letter to Commission (L TC)and update the City's election webpage accordingly. FISCAL IMPACT STATEMENT The Miami-Dade County Elections Department provided an estimated cost of $25,520.00 for the City's November 3,2026 Special Election,inclusive of 14 days of Early Voting.These figures are 408 of 3207 estimates and may change without prior notice;costs may be adjusted if additional ballot pages are required.
