A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER PURSUANT TO REQUEST FOR PROPOSALS (RFP) 2026-
002-JP FOR ELEVATOR MAINTENANCE, REPAIRS, AND PARTS;
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS
WITH TRANSEL ELEVATOR & ELECTRIC INC., THE TOP -RANKED
PROPOSER, AS THE PRIMARY VENDOR, AND ATTA ELEVATORS FORT
LAUDERDALE INC., THE SECOND -RANKED PROPOSER, AS THE
(SECONDARY VENDOR; AND FURTHER, AUTHORIZING THE CITY
MANAGER AND CITY CLERK TO EXECUTE AGREEMENTS WITH EACH OF
THE RECOMMENDED PROPOSERS UPON CONCLUSION OF SUCCESSFUL
NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, on February 25, 2026, the Mayor and the City Commission authorized the
issuance of Request for Proposals (RFP) No. 2026-002-JP, for Elevator Maintenance, Repairs,
and Parts; and
WHEREAS, on February 27, 2026, the RFP was issued; and
WHEREAS, a voluntary pre -proposal conference to provide information to proposers
submitting a response was held on March 26, 2026; and
WHEREAS, on April 13, 2026, RFP responses were due and the City received a total of
eight (8) proposals from Atta Elevators Fort Lauderdale Inc., Diamond Elevator Company, LLC,
Liberty Elevator, Corp., Metro Elevator South Florida, Inc., ModPros Elevator, Inc., Prestige
Elevator Services, LLC, SW Elevators, LLC, Transel Elevator & Electric Inc.; and
WHEREAS, the proposals submitted by Diamond Elevator Company, LLC, Liberty
Elevator, Corp., ModPros Elevator, Inc., and SW Elevators, LLC failed to meet the requirements
of the RFP, by failing to submit a revised cost proposal form; and
WHEREAS, as a result, their proposals were deemed non -responsive and were not further
considered; and
WHEREAS, on February 25, 2026, the City Manager, via Letter to Commission No. 187-
2026, appointed an Evaluation Committee ("Committee") consisting of Joey Gan, Chief Elevator
Inspector, Public Works Department, Gall Pacheco, Parking Enforcement Operations Supervisor,
Parking Department, Chades Premdas, Facilities Zone Manager, Parks, Facilities, Fleet, and
Beaches Department, Santiago Sellan, Contracts Compliance Administrator, Parks, Facilities,
Fleet, and Beaches Department, and Jorge Vargas, Principal Engineer, Public Works
Department; and
WHEREAS, the Committee convened on May 13, 2026 to review and score the
proposals; and
WHEREAS, the Committee received an overview of the project, information relative to the
City's Cone of Silence Ordinance and the Govememem Sunshine Law, general information on
the scope of services, and a copy of each proposal; and
WHEREAS, the Committee was instructed to score and rank each proposal pursuant to
the evaluation criteria established in the RFP; and
WHEREAS, the Committee process resulted in the ranking of the proposers as follows:
Transel Elevator & Electric Inc. as the top -ranked proposer, Atta Elevators Fort Lauderdale Inc.
as the second -ranked proposer, Metro Elevator South Florida, Inc. as the third -ranked proposer
and Prestige Elevator Services, LLC as the fourth -ranked proposer; and
WHEREAS, after reviewing all of the submissions and the Committee's rankings and
analysis, the City Manager concurs with the Committee and recommends that the Mayor and City
Commission authorize (i) the Administration to enter into negotiations with Transel Elevator &
Electric Inc., the top -ranked proposer, as the primary vendor, and Atta Elevators Fort Lauderdale
Inc., the second -ranked proposer, as the secondary vendor, and (ii) the City Manager and City
Clerk to execute agreements with each of the proposers upon conclusion of successful
negotiations by the Administration.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager pursuant to Request for
Proposals (RFP) 2026-002-JP for elevator maintenance, repairs, and parts; authorize the
Administration to enter into negotiations with Transel Elevator & Electric Inc., the top -ranked
proposer, as the primary vendor, and Atta Elevators Fort Lauderdale Inc., the second -ranked
proposer, as the secondary vendor; and further, authorize the City Manager and City Clerk to
execute agreements with each of the recommended proposers upon conclusion of successful
negotiations by the Administration.

It is recommended that the Mayor and City Commission approve the Resolution accepting the
City Manager's recommendation pertaining to the proposals received, pursuant to RFP 2026-002-
JP, for Elevator Maintenance, Repairs, and Parts, authorizing the Administration to enter
into negotiations with Transel Elevator & Electric, Inc. ("Transel"), the top -ranked proposer, as
the primary vendor; Atta Elevators Fort Lauderdale, Inc. ("Atta"), the second -ranked proposer, as
the secondary vendor. The Resolution also authorizes the City Manager and City Clerk to execute
agreements with each of the recommended proposers upon the conclusion of successful
negotiations.
This solicitation is currently under the cone of silence.
Elevator maintenance and repair services for City facilities are essential to the
Administration's ability to provide the City's staff, residents, and visitors with safe and reliable
elevator transport. For approximately three years, the City of Miami Beach ("the City") has had an
agreement for elevator maintenance, repairs, and parts. The initial term of the contract expires on
August 16, 2026.
On August 17, 2023, the City entered into an agreement with Suncoast Elevator Solutions,
Inc. ("Suncoast") as the primary contractor; however, due to increased supply costs in the
elevator market and their inability to absorb these costs upfront, Suncoast elected to discontinue
rendering services for the City despite being offered an opportunity to adjust pricing.
Consequently, the City engaged the secondary contractor, SW Elevators, LLC, for a price
proposal, which resulted in a significant cost increase. Attempts to engage the tertiary vendor,
Prestige Elevator Services, LLC, were unsuccessful as they did not respond. The initial term of
the agreement with SW Elevators, LLC is due to expire. This lack of backup creates operational
risk and limits the City's ability to ensure continuity of essential elevator services. To mitigate this
risk, City staff determined that reissuing the solicitation for elevator maintenance and repair

services is in the best interest of the City. Therefore, the Administration developed Request for
Proposals (RFP) 2026-002-JP for elevator maintenance, repairs, and parts.
ANALYSIS
On February 25, 2026, the Mayor and the City Commission authorized the issuance of Request
for Proposals (RFP) No. 2026-002-JP, for Elevator Maintenance, Repairs, and Parts. On February
27, 2026, the RFP was issued. A voluntary pre -proposal conference to provide information to
proposers submitting a response was held on March 26, 2026. Three (3) addenda were issued.
The Procurement Department issued bid notices to 794 companies through the e-procurement
system, with 36 prospective bidders accessing the advertised solicitation. RFP responses were
due and received on April 13, 2026. The City received a total of eight (8) proposals from the
following firms:
• Atta Elevators Fort Lauderdale, Inc.
• Diamond Elevator Company, LLC
• Liberty Elevator, Corp.
• Metro Elevator South Florida, Inc.
• ModPros Elevator, Inc.
• Prestige Elevator Services, LLC
• SW Elevators, LLC
• Transel Elevator & Electric, Inc.
The proposals submitted by Diamond Elevator Company, LLC, Liberty Elevator, Corp., ModPros
Elevator, Inc., and SW Elevators, LLC failed to meet the requirements of the RFP, by failing to
submit a revised cost proposal form. As a result, their proposals were deemed non -responsive
and were not further considered.
On February 25, 2026, the City Manager appointed an Evaluation Committee ("Committee") via
LTC # 187-2026. The Committee convened on May 13, 2026, to consider the proposals received.
The Committee comprised of Joey Gan, Chief Elevator Inspector, Public Works Department, Gall
Pacheco, Parking Enforcement Operations Supervisor, Parking Department, Charles Premdas,
Facilities Zone Manager, Parks, Facilities, Fleet, and Beaches Department, Santiago Sellan,
Contracts Compliance Administrator, Parks, Facilities, Fleet, and Beaches Department, and
Jorge Vargas, Principal Engineer, Public Works Department.
The Committee was provided an overview of the project, information relative to the City's Cone
of Silence Ordinance, and the Government Sunshine Law. The Committee was also provided with
general information on the scope of services and a copy of each proposal. The Committee was
instructed to score and rank each proposal pursuant to the evaluation criteria established in the
RFP. The evaluation process resulted in the ranking of proposers as indicated in Attachment A.
Group I- Parking Garages and Group II- Municipal Buildings
1st ranked- Transel Elevator & Electric, Inc.
2nd ranked- Atta Elevators Fort Lauderdale, Inc.
3rd ranked- Metro Elevator South Florida, Inc.
4th ranked- Prestige Elevator Services, LLC
The Evaluation Committee resulted in Transel Elevator & Electric, Inc. ("Transel") as the top
ranked proposer. The committee noted that the firm has a substantial presence in South Florida
and submitted a well -supported proposal that clearly demonstrated technical capability and
operational readiness. Committee members highlighted Transel's ability to support older elevator
systems, noting that the firm maintains stockpiles of obsolete circuit boards that can extend the
service life of legacy units still in operation within the City. The Committee also recognized the
inclusion of the required five-year safety test at no additional cost as a meaningful advantage,
given the labor-intensive nature of this requirement.

Transel Elevator & Electric, Inc. is an independent elevator and escalator service provider that
originated in New York, founded in 1989. The company offers maintenance, repair,
modernization, and construction services for a wide range of vertical transportation systems.
Transel has expanded its operations into the U.S. Southeast, including Florida, Alabama, and
Georgia, establishing regional branches such as Tampa, Tallahassee, Miami, and Jacksonville.
The company services multiple equipment types and brands and maintains a workforce of
technicians experienced in installation, maintenance, and modernization. Transel's Southeast
expansion also includes the acquisition of TAKA Elevator, a Florida -based independent elevator
service company, to support broader regional capability. Transel provided references for the
Broward County Schools and Grand Beach Hotels, and all references responded positively to the
City's inquiries.
The Evaluation Committee resulted in Atta Elevators Fort Lauderdale, Inc. ("Atta") as the second -
ranked proposer. The committee noted that the firm demonstrated a strong local presence.
Members also highlighted the company's industry experience and longstanding involvement in
the field. The committee discussed the Lift Keeper application and recognized its value in
providing visibility into technician activity and supporting cost transparency throughout service
operations. Overall, Atta's local presence, industry experience, and use of technology to enhance
transparency were viewed positively during the evaluation.
Atta Elevators Fort Lauderdale, Inc. is a privately held elevator and escalator service company
headquartered in Concord, Ontario. Founded in 2020, the company provides maintenance, repair,
and modernization services and operates multiple locations across the United States and
Canada. Atta services a range of equipment types and brands using nonproprietary parts and
maintains a network of technicians to support its portfolio. Atta provided references for the
Oakland Commerce Center and the Atriums Palm Beach condominium complex, and all
references responded positively to the City's inquiries.
After reviewing the submissions and the Committee's rankings and commentary, the
Administration recommends entering into negotiations and awarding a contract to Transel
Elevator & Electric, Inc., the primary -ranked proposer, as the primary contractor and to Atta
Elevators Fort Lauderdale, Inc., the second -ranked proposer, as the secondary contractor. Both
firms demonstrated, as reflected in the scores from the Evaluation Committee, that their
qualifications, past performance, government experience, and approach to the City's required
scope of services exceeded those of the other proposers.
To maintain operational excellence, it is prudent to have a primary service provider and a
secondary firm awarded so that, in the event of a performance issue with an awarded firm, another
firm can quickly be brought in to provide the necessary services. For this reason, it is
recommended that primary and secondary firms be awarded.
FISCAL IMPACT STATEMENT
The current estimated annual expenditure for maintenance and repair services with the incumbent
is approximately $590,614.40. The proposed pricing submitted by Transel is approximately
$586,035.20, resulting in an estimated annual decrease of $4,579.20. This reflects a cost
reduction of about 0.78%, generating savings for the City.
Industry data further indicates sustained year -over -year inflation in elevator equipment and
component costs, with increases averaging between 2.7% and 3% annually. The Producer Price
Index (PPI) for elevator parts and attachments has similarly risen, driven largely by increased
manufacturing and material costs. Despite these upward market pressures, Transel is offering the
City a competitive and cost-effective pricing structure.
Factored into the costs above is recurring maintenance services, which the Department has
budgeted $182,000.00. The proposed pricing submitted by Transel for maintenance services is

approximately $237,680.00 per year, resulting in an estimated annual increase of $55,680.00.
The table below outlines the shortfall in each of the respective maintenance accounts.

The fiscal impact is for FY 27. Future years are subject to City Commission approval of the annual
adopted operating budget. All expenditures associated with the purchase of these services are
subject to funds availability and are approved through the budgeting process.
CONCLUSION
For the reasons stated herein, the Administration recommends approval of the Resolution
authorizing the Administration to enter into negotiations with Transel Elevator & Electric, Inc., the
top -ranked proposer, as the primary vendor, Ate Elevators Fort Lauderdale, Inc., the second
ranked proposer, as the secondary vendor; and further authorize the City Manager and City Clerk
to execute agreements with each of the proposers upon conclusion of successful negotiations by
the Administration.
