Gonzalez, City Manager DATE: March 27, 2009 SUBJECT: Commissioner Diaz Briefing -Update As a follow-up to our meeting on February 12, 2009, regarding your briefing of the Parking Enterprise Fund, please review the additional information you requested, this includes: • Parking Enterprise Fund Revenues/Expenses • Parking Department Salary and Benefits by Unit • Parking Space Allocation -This spreadsheet identifies all municipal parking facilities, citywide. Each facility is identified by: - Facility Number - Location -Total Spaces - Bulk Monthly Permits (two more permits purchase by one entity) - Individual Monthly Permits (individual permit sales) - Valet Monthly (month-to-month valet parking storage) - Valet/Self-Park Contractual Requirements -Total - Percentage (%) of Total Space Sold - Please note: A map of South Beach, Middle Beach, and North Beach is included identifying all municipal parking facilities. "P" =Surface Parking Lots and "G" =Garages Valet Parking Ramps -This spreadsheet identifies all valet parking ramps, citywide. Each valet parking ramp is identified by: - Valet Number - Valet Parking Company -Service Location Name -Service Location Address - Number of Spaces used per location/per day -The aforementioned maps of South Beach and Middle Beach identify each valet parking ramp by "Valet Number". Each valet operator is assigned an alphanumeric code which is identified on the map at the corresponding ramp. For example, Valet No. 1A is AAA Parking servicing the Courtyard Marriott at 1530 Washington Avenue utilizing two (2)parking spaces per day/seven days per week for valet ramping. - Ocean Drive valet parking ramps are also provided; however, their use is not itemized by day as there is no meter rental fee assessed. • Valet Parking Concessionaire -First Class Parking - Utilization of Municipal Parking Lot P29 by Concessionaire for valet parking storage. • Commissioner Diaz Briefing Presentation -Updated A full set of maps is available upon request at the City Clerk's Office. GATE: January 23, 2409 Su81ECT: I=nterprise Funds MrV1C~RANDUIVt Reflecting on my commission orientation and our brief review of the City's budget, l would like to have a more in depth discussion with you and perhaps your budget director regarding the manner in which the enterprise funds. are functioning. I would like to understand all sources of revenues for these funds and existing expenditures. I also would like to explore with you the possibilities of proposing ways of increasing revenue inflow to these funds so as to make the operations of these various sectors of city government more effective. lam particularly interested in the manner in which the parking-and transportation fund and .convention center fund are operating. in addition to this general briefing, l wouid like to have a detailed briefing regarding the operations of the parking department. As I have told you l have recently received complaints of public corruption involving. City parking enforcement officers in connection with private valet operations. Specifically, the owner of Clarke's Restaurant observed the valet operator of a neighboring establishment indicating certain valetparked cars to the city's parking enforcement officer so as to insure that these vehicles were not ticketed. These cars were being parked in residential parking spaces. In addition to this concern regarding public corruption, l believe the city is being under compensated far the use of public parking spaces. In this respect, I would like to know the total number of meters that-.are bagged for ramping purposes, the total number of meters that are bagged for valet parking and the total number of parking spaces in city owned garages which are leased ar reserved far any other program. that is being offered to private businesses andtor valet parking operators in order to be able to reserve or use public parking spaces for private purposes. I also would like to see a schedule of the fees charged for these various uses. Finally, I would like to receive a review ofthe sources of revenue collection from the city's .parking department andthe cost of operation of the department and related services (parking enforcement etc.). if possible, I would like both these briefing to be set up before the February commission meeting. l would appreciate it if you could please propane a possible date for back to back briefings on these issues within the next few weeks.
