SUBJECT, Updated Request Regarding the April 13, 2009 Memorandum Listing the Top Ten (10)
Salaried Employees For Each of the City's Five (5) Unions.
This memorandum is in response to your follow-up request sent on July 13, 2009 regarding
providing an update to information sent on April 13; 2009 listing the top ten (10) salaried
employees for each of the City's five (5) unions. The information was based on amounts earned
in the 2008 payroll year. The updated request was to include the City's pension and Medicare
contribution in dollars.
In addition. a column has been inserted to the AFSCME, CWA, and GSA tablesto denotewhich
tier of the Miami Beach Employees' Retirement Plan these employees belong to. As a reminder,
those employees in Tier "B" were hired after the various bifurcation dates in the early to mid
1990's and those in Tier "A" were hired prior to those bifurcation dates. The pensionable wages
for employees in Tier "B" of the pension plan excludes all overtime. Employees in Tier "A"may
have up to ten (10) percent of their base salary in overtime included in their pensionable wages.
Attached is the updated list as well as the original memorandum sent on April 13, 2009.

Th s memorandum is in response to tie request for a revised version o` Ure memorandum
sent on January 27 2009 listing ;ne top ten (?0) salaried employees for each pf the City's
fivc (5) unions. As requested, this revised information includes all cross income (total
compensation) consitlered in the calculaton for the individual employees' 'r~laee and Tax
Stalerment (W-2 Form). The sums below are the amounts earned in the 2008 payroll year
The numbers reported include all allowance/premium pays and off-duty pay the employees
may have received during this time period. A number of examples of types of premium
pays/allowances contained +n each union's collective bargaining agreement (cortracl} have
been outlined for each union (on pages 2 and 3 of this memorandum below the information
ic• each respective unicn) This is not meant to say that each of the employees on the list
received each of those premium pays cr allowances, bu*, ether that those are possible
premium pays or allowances the employee may have received. Some of ti•e premium pays
or allowances may be pensionable, depending on employee group and date of hire.
Cff-duty work is completely vo,untary. A private business, entity or an event sponsor
identities a need or desire to have City employees work nor them in the same capacity as
their City employment. Members of the Fire Department, Policy Department and select
other classifications may be ^ired to work for the private business, entity or event.
Examples of off-duty work include working as law en°orcernent at a nightclub, serving as a
police escort for a bank delivery or jewelry vendor, or having a rescue unit available al a
sper•,ial event. Other examples include having trained City employees direct traffic during a
major special evert such as the Boai Show. or if an ever) sponscr, IiY,e Art Basel, wants tc
have a dedicated telephone complaint line staffed by a City <7ispatcher Off-duty pay is paid
to the City by the private busirroess, en;~ty or event spcnsor and then the employee whc
works off•duty is reimb-used directly by the City. Off-duty pay is taxable and is part of the
employee's total compensation ;gross ir.oome). Off-duty pay is not pensionable however.
Overtime. or a pcrtion of, may be pensionable, with a cap, depending on the employee
group and date of hire. For general employees hired prior to the respective bifurcation date
`pr their cmp oyee group, overtime up to 10°fo of their salary is pensionable For genera'
employees hired after the respective b+furcation date for thei• employee group, overtime is

Premium pays for members of the IAFF ^~ay include. Accreditation, air roam technician. on-call, EM I
certification, inspector. instructor longevity, warking out of sass, paramedic certification. prevention..
prevention certitiwtion, rescue. rescue out of cities, training, and training certification.
Overtime for Fdf and IAFF memtrers is pensionable up to a cap equal tc 70°io o' the
difference between tho annualized pay rate at retirement anc the higtiest annualized pay
rate for the next highest salary rank. The following is an example of how to calculate how
much overtime is pensionable (these numbers are for illustrafive purposes only and work the
same for the FOP and IAFF). For a Police Otf!cer, the maximum base salary of the pay
range is $72.568.86 per year. A rearing Po ice Officer's average extended wage (including
all premiums/allowances) for his two highest years may be $90.711.08 per year (assuming
25'/o for p*emiumslallowances) The maximum base salary of the next highest rank
(Sergeant) is $84.000 per year The extended wage maximum,sing the same percentage
of premiums and allowances, would be $105,000 ($84,000 Sergeant base sa ary max mum
plus the same 25% in premiums/allowances) The difference between the Polce Officer's
maximum extended wage and the Sergeants extended wage rraximum is $14,288.92 -
70% of the $14 288.92 difference equates to 510,0€12.24. which is the maximum arcount of
overtime this Police Officer can add to nis extended wage for pension purposes.
