I seek reappointment to the Planning Board of the City of Miami Beach. I am completing my first two-year term. Residence. Since November, 2004, I have been afull-time resident of Miami Beach with my wife Suzanne, who is now the President of the Miami Beach Botanical Garden. Date and Place of Birth. October 29, 1939 - St. Louis. Education. (1) St. Louis Public Schools; (2) Washington University (St. Louis), A.B. 1960 (Phi Beta Kappa, 1959); (3) Harvard Law School (Cambridge, MA), J.D. 1963. Employment History. Practiced law in St. Louis for 41 years: (1) Hocker, Goodwin, & MacGreevy -1963-1969, Associate, then Partner; (2) LaBarge, Inc. -1969-1974, General Counsel, then Vice President and General Counsel; (3) Maritz Inc. -1974-2004, Associate General Counsel initially, followed by successive promotions during that 30-year employment, until retirement as Senior Executive Vice President, General Counsel, and Secretary. Maritz Inc. is a privately-owned St. Louis company which, shortly before my retirement, had about $1,400,000,000 in annual revenue and about 5,000 employees. At the time of my retirement, I headed a Law Department of five lawyers. Maritz Inc.'s principal businesses are travel, marketing research, and performance improvement programs for major corporate clients (typically, Fortune 500 companies). Fernandez to serve as a resident member of the resident-industry-city Noise Stakeholders Committee (created 2008), in which capacity I have participated in its many meetings, written analyses of Quarterly Noise Reports, and written summaries of the Committee's meetings; (6) As a resident, successfully led (A) the prosecution of, and testimony before the Special Master on, the building violations at the 1446 Ocean Drive Condominium, and (B) the continuing effort, with Code Enforcement and before the Board of Adjustment, to require the proper maintenance and screening of the now-vacant former Charles Hotel site (southeast corner of Collins Avenue and 15~' Street); 2 (7) Asa 1500 Board member, led the first comprehensive revision of the building's condominium documents; participated actively in the development of improved condominium internal financial reporting; guided the building's lawsuit against the developer and contractors for roof defects; participated in the interviewing and hiring of new staff; and participated in numerous other building projects; (8) As a resident, testified on various occasions before the City Commission and its Neighborhoods Committee on the City's new Handbill Ordinance, and drafted language for it which the Commission incorporated into the final version. (9) As a resident, appointed by the Miami Beach City Manager to serve on an Evaluation Committee to consider applications by accountants for appointment as auditors of tourism-related taxes; (10)As a resident, testified before the Planning Board on the Conditional Use Permit for Maxim's Lounge at the Royal Palm Hotel, and drafted language which the Boazd included in the final Conditional Use Permit for the interior space; (11)As a member of the Advocacy Committee of the Miami Design Preservation League, testified before the Historic Preservation Boazd, in support of adherence to the City's concurrency requirements in connection with the proposed Bijou Hotel; (12)As a resident, testified before the Planning Boazd in the successful effort to propose to the Commission an amendment to the Zoning Code which limits both the number of seats and the number of patrons in restaurants and bazs which aze accessory uses of hotels located in the south of 5~' Street neighborhood.
