Gonzalez, City Manager ~ DAT€: June 3, 2010 sUB~ECT: List caf issued P-cards The purpose of this memo is to transmit the requested Gist of issued p-cards. The City's purchasing card {p-card) program implemented in 2005 is designed to improve efficiency and deliver savings by authorizing designated employees to make purchases thereby allowing them to acquire approved cammadities and services directly frarn vendors without undue delay. Additionally, the p-card is used to expedite payments through direct payments to vendors already selected and authorized through the procurement process and to accelerate payment requests far purchases against existing purchase orders. The Finance department accounts payable division leaks far appartunities to use the p-card instead of using checks to make payments an authorized and approved transactians. This process is bath more cast effective and efficient, Annually, the City receives a designated percentage of al! p-card transactians from our bank, SunTrust, whn ~p~r~tes the program. In fiscal 2009 the City received a cash rebate of approximately $143,0{0 for p-card transactians during the year. Previous rebates far the years 2005 through 2008 total $2x2,5[}0. Attached is a schedule of P-Cards issued to employees with their credit limits. Monthly statements are provided to employees and their supervisors. l7epartrnent directors must approve all transactians on the statements end submit the related receipts to accounts payable at the end of each month. Additionally the schedule reflects vender cards with their current credit balances. Vender cards are issued under three circumstances as follows; Vendor cards are issued to the departments far their frequently used venders and each card is tied to an approved purchase carder. These cards can only be used for that specific vendor far purchases an the specific purchase order. The amount of the credit limit an the p-card declines as purchases are made against the purchase order. The credit limit can only be increased by issuing another authorized purchase order,
