SUBJECT: Reorganization of Classifications in the Fire Department Follow -up Request
This memorandum is in response to your requests from September 7, 2012 and September 9,
2012 regarding information presented in Memorandum #023 -2012 pertaining to the
Reorganization of classifications in the Fire Department (memorandum attached).
The table below summarizes the number of unclassified positions (classifications that are not
part of the International Association of Fire Fighters (IAFF) bargaining unit) in the Fire
Department. This information is presented in the same manner as it was in the previous
memorandum for the classified positions (classifications that are a part of the IAFF bargaining
unit) in the September 7, 2012 memorandum:

Please note that there have not been any changes nor are there expected to be any changes to
the number of Fire Chief, Assistant Fire Chief or Division Chiefs. The rank of Division Chief
includes the Fire Marshall, the Division Chiefs over the Operations,. Rescue and Support
Services as well as the three (3) Division Chiefs referred to as Battalion Chiefs who are the Shift
Division Chiefs.

You also requested information which provides the gross compensation for sworn classified
employees in the ranks of Fire Captain and Fire Lieutenant in the Fire Department.
As you may know, the City's payroll year runs from the first pay - period in January of each year
to the last full pay - period of December of that same year. The City's current payroll year began
December 19, 2011 and runs through December 30, 2012.
Given that the City is only nine (9) months through the current payroll year, you are being
provided with the following two wage reports to ensure that the information is as comprehensive
as possible. These reports include the gross base salary, overtime, other pays as determined
by the International Association of Fire Fighters (IAFF) union contract and off -duty work for the
ranks of Captain and Lieutenant:
• Attachment A — Wage Report for the 2010 -2011 payroll year (December 20, 2010
through December 18, 2011).
• Attachment B — Wage Report for the 2011 -2012 payroll year-(December 19, 2011
through December 30, 2012). This report was run through the end of the payroll pay
period which ended on August 26, 2012. The most current payroll period ended on
September 9, 2012 but payroll will not be posted until September 12, 2012 and payroll
data will not be updated until then.
Both wage reports list the classifications (Fire Captain and Fire Lieutenant) in alphabetical order
and the employees in each of those classifications. -
Lastly, as was mentioned in the September 7, 2012 memorandum, the Administration has
already forwarded information and is working with the City's actuary, Mike Tierney with Actuarial
Concepts, on the estimated long term pension impacts.

This memorandum is in response to your request for information and further clarification
regarding the number of positions by classification related to the reorganization of classifications
in the Fire Department, which were the subject of negotiations with the International Association
of Fire Fighters (IAFF) during the last set of negotiations.
The table below summarizes the number of budgeted positions in the Fire Department prior to the
reorganization proposed by the IAFF for the contract covering October 1, 2009 through
September 30, 2012, as well as the current fiscal year and the fiscal year immediately following
the implementation of the reorganization:

It is important to note that the excess Fire Fighter I positions in FY 2009/10 (120 vs 112
budgeted) and as of August 30, 2012 (127 vs 112 budgeted) reflect positions hired in excess of
budget in anticipation of employees leaving through the Deferred Retirement Option Program
-. (DROP). The FY 2011/12 actuals also reflect three (3) overages of positions which were hired on
a pilot basis in FY 2010/2011 to reduce overtime. j
In addition, we have forwarded information to the City's actuary, Mike Tierney with Actuarial
Concepts, Inc., to provide a more accurate estimate of the pension impacts.
