This memorandum is in response to complaints regarding traffic congestion on 41S Street and
Collins Avenue due to ongoing construction by the Florida Department of Transportation
(FDOT) along both corridors. City staff has investigated the issues and communicated _ - with
FDOT and the Miami Beach Police Department to 'improve management of traffic during
construction on both corridors.
41S STREET - CORRIDOR
The scope of the 41 street includes milling and resurfacing, new pedestrian curb ramps, and '
sidewalk repair. Below are some salient points:
Milling- and resurfacing operations are planned to start on Tuesday, January 22, 2013
and last for a couple of weeks.
• Lane closure hours are Sunday — Thursday from 9:0OPM — 5:30AM.. r
• Weekend lane closure, hours are Friday and Saturday from 11:OOPM — 7:00AM.
City has requested that the FDOT contractor not begin 1ane closures earlier than 9PM '
weekdays and 11:OOPM on weekends or contractor will be shut down.
• Contractor may perform some minor concrete curb ramp work during daytime hours
which will not require lane closures.
• City has requested that the County investigate the retiming and synchronization of the
traffic signals along the corridor. -
• Roadway work is anticipated-to be completed prior to the start of the Boat Show on
February 14, 2013.
COLLINS AVENUE CORRIDOR
The scope of the Collins Avenue project includes milling and resurfacing and. new pedestrian
curb ramps. Below are some salient points as well as the results of site visits conducted by City
staff on January 10, 2013 in response to complaints regarding traffic congestion.
• Milling and resurfacing -operations began on Tuesday, January 8, 2013.
•. From Tuesday, January 8 1h - Friday; January 11 lane closures occurred from 9:OOAM —
3:30PM.
• In order to expedite the paving operation, FDOT has requested and the City has agreed
to allow the FDOT contractor to work Monday- Friday from 9:OOAM- 5:OOPM, beginning .

• City. has requested that'the FDOT contractor not begin working earlier than '9AM or
contractor will be shut down.
• First lift, of asphalt is expected to be completed by Friday, January 18, 2013.
Valve'and manhole adjustments Will begin on Tuesday, January 22, 2013.
• Final lift of asphalt is expected to begin on Monday, February 25', 2013 and be
completed by Friday, March 1, 2013.
During the week of January 7 -11, there was an insufficient number of -duty officers scheduled
to mitigate the traffic 'caused by the milling. A meeting was held on -site with Public Works,
' . FDOT and Police and it was, agreed to increase the number of off -duty officers assigned for this
project. The Police were given specific instructions to physically direct traffic at the
where the bottleneck was occurring. At 3pm on Thursday, staff observed that traffic remained
backed -up to 26 Street, in spite of active police control at the intersection.
To mitigate some, of the congestion on Collins Avenue due to the ongoing construction, a digital
message board advising motorists to seek alternate routes was placed - on Indian Creek Drive in
the southbound direction north of 41S Street and another digital'message board was placed on
41 st Street in the eastbound direction west of Pine Tree Drive.
.City staff will continue to monitor . traffic , management on Collins Avenue during construction and
communicate with FDOT and City of Miami Beach Police to help mitigate the effects of
construction on residents and motorists.
