OFFICE OF THE CITY MANAGER MEMORAND*
#015 -2013 < 188t
TO: Mayor Matti H. Bower and Memb rs of the ity Commission3
FROM: Jimmy Morales, City Manager
DATE: May 31, 2013 C-,
SUBJECT: Assistant City Manager Appoint nt
I am pleased to formally announce the appointment of Jose "Joe" Jimenez to serve as an
Assistant City Manager in the City Managers office effective Monday, June 3, 2013.
Joe has been an attorney in the Land Use and Governmental Affairs Department of Stearns
Weaver Miller Weissler Alhadeff & Sitterson, P.A. since 2006. He was my right hand at the firm
for the past seven years. In that capacity, he has represented both private and governmental
clients in all aspects of local governmental law. Most relevantly, Joe served as the Deputy City
Attorney and then City Attorney to the City of Doral. Additionally, Joe served as the Deputy City
Attorney to the City of Marathon in the Florida Keys. His duties at both cities included serving as
counsel to the Planning Boards and planning staff, the Code Enforcement Boards and code
compliance staff, and the building departments.
Joe's primary areas of practice, both in the public and private sector, have been planning
and zoning, building and permitting, code compliance and procurement law. Joe's practice
has allowed him to develop relationships throughout Miami -Dade County local government
as well as the Florida Legislature. His practice has further given him an exceptional
knowledge and understanding of the inner workings of local and state government and an
ability to navigate the complex processes of both.
As Assistant City Manager, Joe's duties will include oversight of the Building Department
(including the Code Compliance Department) and the Planning Department. Joe will also
take over the Intergovernmental Affairs function currently being provided by Kevin Crowder
on a contract basis (which expires today). I have also asked Joe to assist with ethical
compliance issues and other special projects. Joe is a native of Miami and a graduate of the
University of Miami Law School.
Jorge Gomez, who is ready to enjoy his retirement, has agreed to stay on in a full time capacity
through the .end of June to provide a smooth transition, and then has agreed to serve as an
outside consultant on the Convention Center project through the referendum vote in November.
Jorge has played a critical role in the Convention Center process, and I believe his `continued
role on a contract basis will serve the best interests of the City. I know I speak for all members
of the City family in thanking Jorge for his years of service.
Thank you again for the opportunity to serve you, this City and its residents.
