Sir Ralph Halpern KB was born in the United Kingdom in 1938, soon after his parents immigrated to the
UK from Vienna, Austria where they were involved and owned several businesses.
Sir Ralph’s major achievements were as follows:
The profitable transformation and development of the largest yet unprofitable “vertical”
multiple retailing and manufacturing organisation in the world owning 14 large clothing
factories and 600 retail shops, that was historically losing market share exponentially, into the
most successful and profitable multiple “multi sector” retailing chains in the UK totalling over
2000 stores, accomplished with flair and integrity, for which Sir Ralph was recommended for
the honour of a Knighthood to The Queen of England by Prime Minister Lady Margaret
Thatcher. The ceremony of Knighthood was carried out by the Queen at Buckingham Palace in
1986. Sir Ralph was also awarded the title of “Retailer of the Year” in the eighties by the leading
UK Financial Institutions.
The long and lasting turnaround of the Public Company’s fortunes, of which he was Chairman
and CEO, from a total value of approx $80 million at the time he took over the reigns to $2.4
billion, and profits from almost a zero base to over $300 million per annum when he left office.
Employment from 14,000 persons at the time he took over to 50,000 persons when he left office.
The development of the company from a position of losing market share exponentially to that of
the second largest clothing retailer in the UK.
The successful introduction into the UK of market segmentation, branding techniques, business
socio-economic planning and design principles that revolutionised the manner in which retailing
is now conducted by all successful mass retailers in the UK, and which has become a text book
revival case by business leaders and business schools.
The development of a set of retailing principles that have become common practice in the UK
that also led to the “graduation” of many executives who now run much of UK retailing. Sir
Ralph was invited to Lecture on these principles to audiences around the world, and was
appointed by a leading university in the UK, Hon. Professor of Warwick Business School in
recognition of his work.
The first and successful introduction to the UK of performance related incentive schemes for all
staff at every level including Directors, for the 50,000 employees of the company that financially
rewarded all for their achievements, and that has become the model for most UK companies.
The development of the largest retailer’s credit card in the UK with over 2 million cardholders.
Nationwide Community involvement that led to Sir Ralph launching a nationwide charity for
the care of those suffering from schizophrenia, the patron of which was HRH Prince Charles,
heir to the British throne. Working with HRH Prince Charles as a member of his initiatives
“Business in the Community” and “The Prince’s Trust”.
Working with Prime Minister Lady Margaret Thatcher as a member of a top industrialists and
government minister group advising the UK government on strategy. The initiative for this
group was proposed to Lady Thatcher by Sir Ralph.
Working with the UK’s most prominent and National Confederation of British Industry as
Chairman of its Marketing Committee and as a member of its main “board” committee and as
a member of its task force that reported on the relationship with business and the UK’s financial
centre in the “City of London”.

Appointed as Chairman of the British Fashion Council a body whose purpose is to promote UK
fashion designers to the world.
The
Sir Ralph educated in private schools and retailing colleges in the UK, began his career by joining
Burton Group,“Peter Robinson”
a publicly owned company in 1961 in womenswear retailer as a
Management Trainee. His first appointment was as head of advertising, sales promotion, public relations
and marketing.

Sir Ralph’s first commercial success was his invention and development of , one
of the leading multiple chains of young womenswear and menswear fashion in the UK, which led to his

appointment of Managing Director in 1977 heading . At that time, the
company was in dire need of resuscitation.

Sir Ralph’s major achievement was the long-lasting transformation of from the world’s
largest manufacturer of made to measure suits for men, comprising of 14 factories based in the north of
England, employing approx 14,000 people, to that
of the largest most profitable women’s, men’s, and children’s multiple fashion retailing company in the UK,
with 2000 stores, 50,000 employees, and a market share of over 15% of the total UK apparel market.

Sir Ralph was the first UK retailer to introduce on a mass scale the concept of “segmented retailing”
targeting various sectors of the clothing and beauty market, through specific retailing chains. His aptitude
and vision of a new kind of retailing based upon the principle of market segmentation stands to date as the
basis of successful fashion retailing in the UK.
In 1980 Sir Ralph was appointed Chief Executive Officer, and Chairmanof the holding company,The
Burton Group PLC, (currently operating as two separate organisations- Debenhams PLC, and Arcadia).
His task at that time was to stem losses from all group operations, creating a profitable strategy leading to
sustainable profitability and higher values for the publicly available shares of the Group.
The before and after figures tell the tale- from profits of virtually zero 1978 to over £200 million ($300
million) in 1991. The Group's market capitalisation rose from approximately £50million ($80million) to
£1.5 billion ($2.4 billion) during Sir Ralph’s tenure of office as Chairman and Chief Executive Officer.
Sir Ralph was responsible for the profitable development of the largest and leading chains of specialist
fashion shops and stores in the UK: Burton Menswear – 500+ stores; Dorothy Perkins - 300 womenswear
stores; Top Shop and Top Man - 350 young men's and women's clothing/accessories stores; Principles for

Men and Women100+ men's and women's clothing/accessories stores; Evans Outsizes – 120 women's
clothing stores, Debenhams - the largest department store chain in the UK with 70+ department stores
specialising in men’s and women’s fashion, home and hairdressing/beauty/cosmetic products; and Harvey

Nicholsthe prestigious Knightsbridge department store in London, popular with the late HRH Princess
Diana.
Appropriate support service operations were developed by Sir Ralph and his team: The Financial Services
Division managing over 2 million credit card holders accounts, the largest operation of distribution and
warehouse facilities servicing the company’s and other fashion chains in the UK. The development of
retailing methodology and information technology was another particularly outstanding feature of the
Group's success.
Sir Ralph took a personal interest in the training and development of programmes for all executives and
their teams. Many of those trainees are now heading the UK’s successful retailing industry today. Sir Ralph

also launched a training initiative called The Burton Foundationaimed at helping young people develop
and benefit from training programmes.

Another one of Sir Ralph’s innovations for the company, and for the UK, was the introduction of
performance related incentives for all levels of staff, leading to their performance being effectively targeted
by mutual consent, monitored and their achievement recognised. This technique for rewarding achievement,
enabled profit targets to be realised through the motivating payments made, amounting to many millions of
pounds per annum in the group as a whole.

and International Conferences in the USA, Switzerland, Israel and the UK.
Sir Ralph has appeared on
national television and radio frequently, and obtained recognition as a leading industrialist in the UK.
Other community interests were Chairing the CBI (Confederation Of British Industries), Marketing &
Consumers Affairs Group. Membership of the CBI Council and service on the CBI group that was formed
to investigate the relationship between the financial centre in the UK “The City of London” and UK
Industry.
Sir Ralph was actively involved, with charitable causes, for example, with HRH The Prince of Wales, heir
to the British throne, for The Prince of Wales Youth Business Trust and The Prince of Wales Business
In The Community, Save The Children Fund, Dr. Barnardos, The Spastic Society, and the English
Lord Arnold
National Opera. He was the founding sponsor and initiator of a charity proposed by the late
Goodman

initiative in a high unemployment area in the North East of England which was opened by HRH The

promotion of British Fashion Designers and Manufacturers world-wide.
