Xavier Gonzalez-Sanfeliu
Xavier Gonzalez-Sanfeliu is a Founding Partner of Alsis Funds. Alsis Funds is an investment manager
founded in 2007 with offices in Mexico and Miami Beach. Alsis has invested over US$300 million across
60 transactions including 32 investments which have been realized. Alsis focuses on asset based lending
to medium sized companies in Latin America. Alsis has invested over US$125 million in affordable
housing investments that contributed to the construction and financing of over 46,000 housing units.
Prior to founding Alsis in 2006, he served as Managing Director of Latin American Structured Finance at
Biscayne Bay Group, a financial advisory firm focused on arranging asset-backed securitizations and
commercial real estate investments in Latin America. He also served as Vice President of the Latin
America Structured Finance Group of Bear Stearns, where he structured and placed structured
transactions backed by a variety of asset classes such as mortgage and tax receivables. He previously
served as an Investment Banker with Chase Manhattan Bank's Latin America Corporate Finance division.
Mr. Gonzalez-Sanfeliu was also a Senior Consultant at Coopers & Lybrand with its real estate portfolio
management group and a Consultant for the International Monetary Fund. Mr. Gonzalez-Sanfeliu holds
an MBA in Finance and Management from the Wharton School of the University of Pennsylvania and a
BA in International Business from McGill University.
I believe I could provide a fit with the Affordable Housing Advisory Committee Vacancy (3) position. My
firm's affordable housing projects employ thousands of workers. One of our lead investors is the
Overseas Private Investment Corporation (OPIC), an agency of the US government. My firm has to
ensure that worker labor rights in our affordable housing projects are protected as part of having the US
government as investor. We protect labor rights by having our local housing development partner
commit to items such as not permitted child labor, allowing workers to organize, requiring that workers
wear protective gear, and facilitating labor grievance mechanisms.

Nancy Liebman served as a Miami Beach City Commissioner 1993-2001. She served as Vice
Chair of the Miami Beach Arts Trust, Trustee of Dade Heritage Trust, Advisor Emeritus of the
National Trust for Historic Preservation, served as the chair of the City of Miami Beach Historic
Collins Park Oversight Committee, and in 2007 was appointed as Chair of the Mayor's Blue
Ribbon Panel for CANDO (Cultural Arts Neighborhood District Overlay).
Liebman has held the position of executive director of the Miami Design Preservation League
and was a member of the board the Florida Trust for Historic Preservation. Liebman has given
talks throughout the country on the preservation of Miami Beach's Art Deco District.
Her awards include: the Bob Graham Honorary Award from the Florida Association of the AIA,
Outstanding Historic Preservation Award from the Miami Chapter of the AIA, the Dade Cultural
Alliance's Special Recognition Ambie Award and the New World School of the Arts Maxi
Award in Recognition for Contributions to the Cultural Arts.
Nancy Liebman was president of the Urban Environment League from 2002 to 2006. She served
as President and Vice President of Operations for the MiMo Boulevard Association from 2007
until 2015. In that capacity she organized Cinco de MiMo, the Taste of MiMo and the MiMo
Garden Party, events that promote MiMo Boulevard. In addition, she has guided the Association
in rewriting zoning incentives and guidelines for the MiMo Historic District, and has worked
with FDOT to adapt the MiMo section of Biscayne Boulevard to a pedestrian friendly historic
street.
More recently, Nancy founded Miami Beach United in 2012 and has served as president since.
