Chapter 2, Article VII, Division 3 of the City Code of Miami Beach entitled "Lobbyists" requires the
registration of all lobbyists with the City Clerk prior to engaging in any lobbying activity with the City
Commission, any City Board or Committee, or any personnel as defined in the subject Code
sections. Copies of the City Code sections on lobbyists laws are available in the City Clerk's office.
Questions regarding the provisions of the Ordinance should be directed to the Office of the City
Attorney.

SUBJECT: RFP NO. 006-2013TC FOR MAINTENANCE AND SECURITY
SERVICES (OPTIONAL) AT THE LINCOLN ROAD MALL (THE
RFP)
Please place a discussion item on the February 6,2013 Commission Meeting
Agenda regarding the possible withdrawal of the above RFP. Having reviewed
the Minimum Eligibility Criteria in the RFP document that was issued, I am
concerned that it is stricter than the criteria that was approved by the City
Commission when we initially approved the issuance of the RFP. As a result, the
"stricter'' criteria may limit the number of proposals that the City receives, and
therefore may limit our options when it comes down to selecting a vendor to
perform the services required under the RFP. To that end, I would like to have a
discussion as to whether we should proceed with the RFP, as issued, or whether
to take other action-which may include the withdrawal of the RFP altogether.
This is an opportune time for such discussion since the RFP is still out on the
street, and proposals have not yet been received and/or opened.
