City Atty. reported that: 1) he had reached conclusion the required improvements are the responsibility of Architect and addi- tional cost should be borne by him; 2) that per Mr. Lapidus' request, he has arranged to hold an additional meeting with him; 3) that he recommended that the necessary expenditure
