Mr. Bob Napp appeared and referred to a recent
daytime crime and suggested that non -uniformed
personnel be utilized at desk jobs presently
being manned by police officers so that there
can be more foot patrolmen on the streets to
deter crime. Mayor Rosen referred the matter
to the Administration and Police Chief.

urged that negotiations continue.
City Mgr. advises that per BAC's recommenda- 9/20/77
tion for replacing police cars over & above
vehicles already budgeted,matter had been
discussed with Police Chief & that he is now
recommending a $24,000 increase in allocation
in proposed budget. (Pg. 31).

to agreements with Miami -Dade Community College
for providing instructors and training advisors
for Criminal Justice Program. Two year exten-
sion for period commencing July 1, 1978, and
expiring June 30, 1980.
Action was tabled on adoption of a proposed
resolution introduced by Commissioner Wikler
directing Administration to divert 1-1/2% of
unexpended budgets of all departments except
for Police and Sanitation, for purpose of fund-
ing the employment of additional personnel for
street cleaning and privateguards to patrol
