Councilman Meyerson renewed his request that
Admin. utilize a rotating list of appraisers in
acquisition of property for City. Replying to
V.M. Haber's question as to whether Admin. had
studied possibility of acquiring property in
Miami in area around 20's, east of Biscayne Blvd.
which, in his opinion, would be substantially
less expensive, Mr. Spence said that it was con-

Miami City Mgr. to effect that he did not want
this operation in the City of Miami and would
not cooperate in any way. In reply to U.M.
Haber's question concerning City's power to
acquire property by condemnation in another
City, Mr. Wanick said that under City's Charter
and a Special Act of Legislature, City is author-
ized to institute condemnation proceedings for
property outside corporate limits of M.B. How-
ever, he said, if the City of Miami opposes the
acquisition on basis that it serves a municipal
purpose in Miami, Courts would have to decide
which public need is greater. 2/18/76
