of 17 members, each Councilman to appoint 2 members,
one landlord and one tenant, three to be appointed
by Council at -large, to be neither landlord or
tenant; the panel to elect its own chairman and

atty. versed in rent law, Council to confirm atty.;
City to pay for atty.; panel to have full power to
call public hearings and assemble necessary data
to enable them to submit a piece of legislation
which Court can uphold; this proposed legislation

to Oct. 1. 7/18/73
Recommendation offered by Rep. Alan Becker that
tenant and at'large members are not to have a
financial interest in rental facilities with
living quarters, made part of foregoing motion. 7/18/73'
