Mr. Kanner's recommendation that appeal not
be taken re: Judge Satin's ruling that eviction
provision of ord. is invalid; that State statue
on good faith be invoked, where needed. Mr.
Kanner also suggested that Council consider
taking an independent vacancy survey pertaining
to emergency declaration in ord; that So. Shore
Redevelopment Committee be reminded that new
construction is exempted from rent control, and
displaced persons will be affected.
