Council heard Mr. Kanner's recommendation that appeal not be taken re: Judge Satin's ruling that eviction provision of ord. is invalid; that State statue on good faith be invoked, where needed. Mr. Kanner also suggested that Council consider taking an independent vacancy survey pertaining to emergency declaration in ord; that So. Shore Redevelopment Committee be reminded that new construction is exempted from rent control, and displaced persons will be affected. Correspondence from M.B. City Atty. advised that proper party to whom complaints should be made is City Mgr. City Mgr. directed to hold meetings with Rent Control Director and respec- tive complainants. 3/3/76 (NOT ON AGENDA) Report from Atty. Council voted not to take appeal and indicated that Admin. and legal counsel should address al- ternate means of handling this issue as fairly and clearly and expeditiously as possible.
