Appearance of Mr. Shepard Davis to discuss 3/24/77
Rent Control and related matters. An ord. was
passed on first reading, reenacting Rent Stabili-
zation for a period ending Dec. 31, 1978, subject
to the approval or disapproval of the electorate.
Hearing and second reading scheduled for April 6,
1977, at 2:00 p.m. City Atty's request of 3/24/77
submitted, advising that "the upholding of the
legal validity and sufficiency of proposed measure
and the question submitting same to the electorate
is the responsibility of the proponents." Res.
#77-15290 adopted, calling a special election to
be held on June 7, 1977 for purpose of submitting
to electorate a proposed Rent Control ord. for
their approval or rejection.

Ord. #74-2018 (Rent Control), but deleting
certain sections, providing for certain
matters, and providing that this ord. is
adopted as a referendum measure. Hearing
continued to April 20, 1977, at 2:00 p.m.,
at request of Attorney Ira Abrams , re-
presenting the Tenants Assn. Mr. Abrams
advised Council he wished to present a
revised ord. for submission to the voters.
Mr. Abrams requested action by the Council
at this meeting, on extension of rent mora-
torium; however, majority of Council de-
clined to take action at this time inasmuch
as matter is scheduled for consideration

former Ord. #74-2018 (Rent Control), but
deleting certain sections, providing for cer-
tain matters, and providing that this ord. is
adopted as a referendum measure (continued
from 4/6/77). Mr. Ira Abrams, representing
Tenants Assoc. presented final draft of ord.
and question to be placed on 6/7/77 ballot.
Council amended ord. as passed on First Read-
ing 3/24/77 so as to delete Sec. 21 therefrom
and to redefine the legislative findings,
same being the preamble to the ord. Ord.
#77-2093 adopted as amended. Res. #77=1-5314
