Request of Mr. Shepard Davis for clarification 5/4/77 of expiration date of Rent Moratorium and Sec- tion 26 of City Charter. Request heard. City Atty. advised that rent stabilization ordinance provides that it become effective immediately RENT CONTROL (continued) upon certification of a favorable referendum vote, so there would be no hiatus between ex- piration of rent moratorium and effective date of the referendum measure. 65 Date 5/4/77 Resolution relative to pending legislation in 5/4/77 Florida Legislature relating to Rent Control, withdrawn by Councilman Spaet. Mr. Shepard Davis to clarify matters relating 5/18/77 to survey of apartment vacancies dated 4/19/77, and the report issued on May 4th. Also, to dis- cuss activities of Landlord -Tenant Control Brd. No action taken by Council re Mr. Davis' com- plaints relating to accuracy of rent survey and RENT CONTROL 66 (continued) Date inactivity of Landlord -Tenant Control Board. 5/18/77 Report on status of Rent Control litigation and 5/18/77 legislation (requested by Councilman Hal Spaet). Mr. Richard Kanner rendered his opinion that parts of Senate Bill 403 were invalid, also that City should proceed with June 7, 1977 referendum re: rent control. City Atty. said that there were no actions to be taken by Council at this point, inasmuch as the Governor has yet to act on the Bill. Mr. Davis said, in his opinion, it was incumbent upon the City to challenge Senate Bill 403 if it became law.
