Mr. Richard Kanner rendered his opinion that
parts of Senate Bill 403 were invalid, also that
City should proceed with June 7, 1977 referendum
re: rent control. City Atty. said that there
were no actions to be taken by Council at this
point, inasmuch as the Governor has yet to act
on the Bill. Mr. Davis said, in his opinion, it
was incumbent upon the City to challenge Senate
Bill 403 if it became law.
