Mr. Abe Marcus requested agenda placement to
speak on subject of rent stabilization. Matter
scheduled to be heard on Dec. 21, 1977.
Appearance of Mr. Shepard Davis at 3:30 p.m.
to discuss City's representation of Tenants
with respect to certain court proceedings in-
volving excess rent charges which are presently
pending or may be filed. A motion was approved,
setting forth that it is the sense of the Com-
mission that the court render justice expedi-
tiously, in recognition of the fact that time
is of the essence, and that the court be re-
quested to 1) determine the amounts of money
to be refunded to the tenants; 2) to extend

the time during which tenants may file their
declination; 3) advise the tenants that they
are not required to retain a counsel to file
such dissent. City Atty. and special counsel,
Mr. John Ritter, to meet and prepare a planned
course of action to carry out the sense of the
Commission. The Commission set forth that
services to be rendered by Mr. Ritter were to
be soley to the City.
Request of Mr. Shepard Davis to report on
status of rent bonds. Deferred to 1/4/78.
