Commissioner Wikler's motion to direct City 6/6/79
Atty. to draw an emergency ord. which would
restrict rent increases in Victorian Plaza
Apartments, specifically, to those within the
President's guidelines, until the vacancy rate
of comparable apartments in the city goes above
4%, died for lack of a second. City Atty. ad-
vised that City's powers to impose rent control

Commissioner Weisburd designated to act in the
capacity of Commission liaison to work with a
committee of Victorian Plaza tenants and land-
lord, representatives of Tenants Assoc. of Fla.,
Inc., Miami Beach Apartment Assoc., and major
high rise owners, to attempt to achieve volun-
tary compliance with President's guidelines by
major high rise owners. Administration requested
to furnish Commission with a report of results
of progress made within 30 days, and failing
positive results, that matter again be considered.
Commissioner Weinstein suggested that all appli-
cable updated inspections be made of subject 6/6/79

conversions from rental to condominiums and 2)
unconscionable rent increases, on the basis of
hazards to health, safety, and welfare of tenants.
