Chamber of Commerce tracks State Stat- ute faithfully; that it creates a Community Development Agency; that it confers upon the Re- development Commission all of the powers author- ized under State Law; that it does not describe the area which would constitute its sphere of activity, which area should be described specifi- cally and set forth in the ord.; that, in his opinion, appointment of a Redevelopment Authority is not in order until after Council has adopted and approved a Community Redevelopment Plan.
