Represen- tative of Employers Overload, last year's unsuccessful bidder, objected to City's waiving of portions of specifications on last year's contract, advising that had he been permitted to do the same, he would have been able to re- duce his bid. City Atty. advised that defects complained of were technical in nature, and were in the City's province to waive informali- ties and technicalities. Councilman Weinstein requested City Atty. to review last year's contract, and if there were any violations that are actionable, to notify the Council at once 10/20/76
