the contract be rebid so as to include a new
type of equipment, based on alleged differences
in power consumption. Administration and City's
consultants advised that Mr. Shapiro's alternate
proposal had been reviewed and recommended
against its acceptance due to basic differences
in cost -savings assumptions. Awarded to Weather-
