this event; however, present provisions of the
Code restrict landing of helicopters except under
special circumstances. Ord. #77-2087, adopted
as an emergency measure, amending Sec. 25.2 of
the Code, so as to provide that in special cases
Council may grant permission for an exception,
and that appropriate insurance be provided. Coun-
cil approved TDA request, subject to guarantee by
producer that there will be no destruction of trees;
