(cont'd) Councilman Dr. Wikler requested that prior to the next meeting, the City Atty. submit a written, formal opinion, with citations, as to: 1) how long the developer has to secure a building permit once plans have been re- viewed by the City; 2) should zoning requirements be changed between the time of the filing of the plans and issuance of a building permit, would the developers be required to comply with the new zoning regulations before a permit would be issued.
