MINIMUM HOUSING STANDARDS ORDINANCE
Mr. Shepard W. Davis, Pres. of Presidents
Club of Greater M. B., appeared, will not
be present later for matter of landlord -
tenant legislation, requested Council con-
sideration of a proposed amendment to the
Minimum Housing Standards Code concerning
establishment of a method whereby tenants
may withhold rent, to be placed in escrow
where violations exist. Also reviewed
various complaints received by City's M.H.C.
enforcement officer, over a year old, which
have not been corrected, urged Council enact
corrective legislation.

rent from landlords where violations exist -
failed on 2 previous votes - Council voted

Judge Eugene Weiss, representing M.B. Apart-
ment Assoc., appeared, reviewed report is-
sued by Planning & Zoning Dept. concerning
violations and corrections; also discussed
terminology of ord. and effectiveness; asked
for deferrment,_vote failed 4 to 3.(to de er .

seconded by Councilman Rosenap ssed by a vote
