"Town Hall" meetings to be held before memorializing the State Legislature. Mr. Shepard Davis appeared re: amendment to Ord. Councilman Magnes suggested that Ord. be combined with two other related items re: landlord -tenant legislation - deferred to May 5, 1974. Councilman Magnes requested deferrment to 5/18/71. MINIMUM HOUSING STANDARDS ORDINANCE Mr. Shepard W. Davis, Pres. of Presidents Club of Greater M. B., appeared, will not be present later for matter of landlord - tenant legislation, requested Council con- sideration of a proposed amendment to the Minimum Housing Standards Code concerning establishment of a method whereby tenants may withhold rent, to be placed in escrow where violations exist. Also reviewed various complaints received by City's M.H.C. enforcement officer, over a year old, which have not been corrected, urged Council enact corrective legislation.
