that henceforth all new construction be scruti-
nized bery carefully so as to avoid a repetition
of the situation. V.M. Weinstein requested the
Administration to look into the possibility of
reinstating past practice of using City forces
for construction involving small projects in
order to eliminate the need to contract for same.
Councilman Meyerson requested City Mgr. and City
Atty. to review present bidding procedures, with
a view to possible revision of guidelines which
would also permit more latitude in determining

cation received from Mr. Buskirk, HUD director
(LTC 40-77) concerning City's applicatioL for
Urge..t Needs funds to resolve problems associ-
ated with Court award for properties in Open
Space Project (east side of Collins Ave. in
80's), and that funds were of available at
this time but that they were exploring means
of funding in fiscal yr. 1978, and asked if
alternative plans for financing were being
considered. City Mgr. report that a request
had been made to Dade Co. for an allocation
of County -wide C/D funds; that it has been
indicated by Co. Mgr. this would not be pos-
sible; however, he was pursuing the matter
