Messrs. Harry Plissner and Milton Sirkin
appeared in support of request that Commission
endorse 1) concept of a pilot project to study
harnessing of energy in Gulf Stream, and 2)
for a $5,000 contribution to be made to
AeroVironment, Inc., for this purpose. City
Atty. advised that Commission could legally
authorize expenditure of monies to engage a
lobbyist to promote the Coriolis project on
basis of its being for a public purpose;
however, it is illegal to allocate City funds
