Mr. Harold Rosen advised Commission of the
problems existing on Park View Island and re-
quested that appropriate action be taken to
prevent the issuance of any building permits
on the Island until the entire ParkView Island
situation can be reviewed and a course of action
determined. Atty. Daniel Retter, representing
a prospective builder on the Island, advised
that a variance application before the Board of

Adjustment had been withdrawn and that a new
application for a building permit to construct
80 units, had been filed. City Atty. Wanick
suggested that matter be referred to Administra-
tion for review, which would then give the Com-
mission a basis on which to impose a moratorium
if it is determined to be necessary for the
health, safety, and welfare of the residents.
Following lengthy discussion, Commissioner
Weinstein's motion to the effect that the Park
View Island issue be referred to Administration
for a complete study, to include zoning, density,
parking, sewage disposal, landscaping, bridges
and roads, and, based on testimony and personal
observation, to impose a moratorium for a period 12/20/78
