Atty. authorized to proceed with notice as
indicated.

"Shall M. B. ask that EPA permit construction of
research pilot plan to test alternate method of
sewage disposal as mandated by Congress and that
M. B. be placed on lower priority so as to qualify

Councilman Dr. Wikler's motion to place this
question on Nov. 4, 1975 ballot, died for lack

Memo #5372, test borings in Norris Cut between 11/5/75
Fisher Island and Virginia Key for Sewage Trans-
mission Line project. Formal bid procedures
waived and emergency award made to lowest bid-
der meeting specifications, Atlantis Engineering
and Testing Inc.; estimated expenditure $5,550,
based on $925 per day for 6 days for testing
completion; additional days, if required, to
be billed at daily rate.
SEWAGE DISPOSAL AND TREATMENT
Res. #75-14856 adopted, authorizing change in
sewage transmission line route to Virginia Key,
as shown in sketch prepared by City's Consult-
ing Engineers, dated 11/5/75; said resolution
setting forth that the City of Miami has as-
serted valid reasons for disapproving the pro-
posed Alternate Route "B" previously approved
by Council.
